LAND SURVEYOR - PLANNING AND DEVELOPMENT

FT/REGULAR

EXEMPT - LEVEL 10

SALARY: $20.15/HR

GENERAL DEFINITION: The purpose of the position is to perform land surveys of varying difficulty; review, sign legal descriptions and associated exhibits; provide technical assistance to Tribal departments and customers.

SUPERVISION RECEIVED: Work is performed under the supervision of the OP&D Director.

SUPERVISION EXERCISED: None

DUTIES:

Perform measurements of distances and angles on a piece of land to support a variety of activities and establish legal property boundaries.

  • Plan and conduct ground surveys to measure and record precise distances and angles on, above or below the land surface, including boundary points, topographical features and other identified markers.

  • Plan and conduct ground surveys designed to establish baselines, elevations, and other geodetic measurements

  • Establish fixed points for use in making maps, using geodetic and engineering instruments

  • Determine latitude and longitude of important features and boundaries in survey areas, using theodolites, transits, levels, and satellite-based global positioning systems (GPS)

  • Direct or conduct surveys in order to establish legal boundaries for properties, based on legal deeds and titles.

  • Record the results of surveys, including the shape, contour, location, elevation, and dimensions of land or land features

  • Gather accurate data regarding a property’s boundaries, easements, and contours.

  • Manage multiple survey projects in size, complexity and scope simultaneously.

  • Assist Project Managers with the planning and scheduling of survey work, project deliverables and cost estimates on various infrastructure projects.

  • Prepare progress reports for management, field and office work assignments.

  • Prepares, reviews and signs legal descriptions, exhibits for easements, rights-of-way, and property boundary adjustments.

  • Research historical maps, previous surveys, land records and land title information as needed to compare, verify current measurements and resolve boundary issues.

  • Verify the accuracy of the survey data including measurements and calculations conducted at survey sites.

  • Keep accurate notes, records and sketches of work performed to be certified.

  • Manage surveying equipment.

  • Develop maps of different areas of the reservation.

  • Reviews survey and mapping data provided by others.

    Development and implementation of departmental survey guidelines and procedures.

  • Develop and maintain a list of identified benchmark information.

  • Develop and maintain naming and numbering system for collection of field data.

  • Establish guidelines for providing, receiving and acceptance of survey data.

  • Establish AutoCAD drafting guidelines, identify file formats, layer naming.

    Performs other duties as assigned.

    MINIMUM QUALIFICATIONS

    KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of principles, practices and materials used in survey work; Thorough knowledge of surveying instruments, equipment, their use and care; Thorough knowledge of state statutes, federal regulations related to the establishment of plats, property lines and survey monuments. Ability to interpret engineering and architecture drawings; Ability to proficiently use AutoCAD Civil 3D and COGO software; Ability to perform construction staking and surveying, preparing as-built drawings; Ability to work independently, pay attention to detail, have a positive attitude and be a team player. Ability to utilize Microsoft Office (Word, Excel and Power Point). Ability to communicate effectively orally and in writing skills to deal tactfully and effectively with tribal employees, clients and the public.

    TRAINING AND EXPERIENCE: Bachelor’s degree in surveying from an accredited engineering college with a minimum of 5 years of surveying and management experience or an Associates in Survey from an accredited technical school with a minimum of 8 years of surveying and management experience.

    LICENSE AND CERTIFICATES: Must have a valid New Mexico drivers’ license with no DWI/DUI within the last three (3) years. Driving is an essential part of the duties. Professional Surveyor’s license is required.

    PHYSICAL DEMANDS: The work requires considerable physical exertion such as infrequent climbing of ladders, frequent lifting of heavy objects over 50 pounds with repetitive bending, crouching or stooping. Job requires above-average agility and dexterity. Regular exposure to unfavorable environments such as weather, body fluids, toxic laboratory & industrial chemical, or confined, dirty and noisy location. Job may be required to use personal protective equipment such as mask, coats, gowns, boots, goggles, gloves, or shields.

    SPECIAL WORKING CONDITIONS: Position is subject to Pre-Employment drug testing. Position is Safety Sensitive and will be subject to random drug screening for duration of employment. Must undergo and successfully pass a thorough character background investigation including FBI Fingerprints.
