Primary Focus

The Regional ESF Program Specialist will assist in coordinating all aspects of the Bureau’s SCA/RASTA managed regional Economic Support Funds (ESF) for South Asia. As a member of the Indo-Pacific Program Management team, and in close coordination with the SCA/RA EconSTA STAR team, prepares annual program recommendations for the energy sector and presents these to the SCA/FO for decision. The Regional ESF Indo-Pacific Energy Program Officer manages complex budget requests to Congress, identification of implementers, project design, developing program plans and performance reports required by the Director of Foreign Assistance and the Office of Management and Budget, and monitoring and evaluation of program performance. Position performs all duties and responsibilities in accordance with the Mission, Vision and Core Values of Cayuse.

Responsibilities

  • Following fiscal year allocations, the incumbent develops goals, objectives, and programs; and solicits proposals consistent with the Congressional budget request and SCA front office policy priorities for regional integration. Each fiscal year, the incumbent will summarize and prioritize programming proposals for front office approval through a Decision Memo. After approval, drafts a Congressional Notification for Hill approval of activities, and drafts implementation agreements, which can be contracts, grants, or interagency agreements for review and approval by the SCA/STA front office.

  • Leads relationships with implementing partners to maintain oversight of activities and ensures the effective execution of SCA’s foreign assistance in energy programs.

  • Develops contacts with representatives of civil society, think tanks, and other government agencies working in the region to further create opportunities for the most effective possible programming.

  • Maintains, updates, and develops as necessary systems for the efficient and accessible retrieval of documents regarding the allocation, notification, transfer, and implementation of SCA regional SCA’s Indo-Pacific energy programs.

  • Develops and provides guidance to implementing partners. Reviews implementer program and financial reports. Assists the STAR Team in monitoring award parameters including scopes of work, budgets, timelines, and indicators to ensure program objectives are met. Travels to assess early-phase project viability, monitor ongoing programs, and drafts evaluation reports. Contributes to all bureau reporting required by the Office of the Director for Foreign Assistance for the South Asia Regional Operating Unit.

  • The incumbent represents and communicates SCA/STA’s Indo- Pacific energy South Asia regional foreign assistance program objectives to other State Department and U.S. government offices involved in programming and allotting foreign assistance funds including but not limited to regional bureaus, Office of Acquisitions Management, Office of the Legal Advisor, Congressional Liaison office, Office of Management and Budget, and USAID offices.

  • In coordination with the Indo-Pacific Program Management team, the STAR Team Lead and SCA leadership, responds to external requests for information, including from Congress, regarding SCA/STA’s regional ESF funds. Skillfully communicates verbally and in writing to provide briefings, status reviews, and advice upon request to the other SCA/STA staff, senior SCA personnel, and interagency partners on regional ESF programming.

  • Maintains, updates, and develops as necessary systems for the efficient and accessible retrieval of documents regarding the allocation, notification, transfer, and implementation of regional ESF funds. Tracks the payments of implementers and is responsible for maintaining the regional ESF program and organizational files. Participates in policy and donor coordination meetings as appropriate and tracks current funding going into South Asia, both U.S. and non-U.S. funding.

  • Applies internal control measures to protect organizational integrity and prevent unauthorized use or misappropriation of sensitive and classified material; reports instances of security violations/problems to the appropriate supervisory/management official; assumes full responsibility for safeguarding all classified and sensitive but unclassified material and equipment in assignment area(s).

  • May be called upon, as needed; to assist with other SCA/RASTA managed ESF programs such under the governance and security pillars of the Indo-Pacific strategy, as well as SCA’s Sri Lanka and Maldives program.

  • Employee must record timely & accurate work hours in Cayuse Technologies time and attendance system.

Qualifications

  • 2-5 years of related U.S. Department of State contractor experience

  • Working knowledge of personal computers and general administrative practices.

  • Extensive expert knowledge of Department of State

  • Knowledge of Department of State financial systems.

  • Ability to obtain and maintain a Top Secret Clearance with SCI Security Clearance.

  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Must be extremely detail-oriented, well organized, and able to perform accurate and thorough recordkeeping

  • Professional and reliable client engagement.

  • Must have basic skills using Microsoft and Google Suite Products (Word, Excel, Power Point) and be able to learn new software as the situation dictates.

Pay Range

USD $40.00 - USD $50.00 /Hr.
