AvantGarde, LLC Records Management Consultant in Washington, District Of Columbia

Avantgarde, LLC (AG) seeks to engage a Records Management Consultant who will be responsible for a myriad of assigned RM programs for the U.S. Capitol Police and is the primary Department contact for the RM including Records Administration. This role will support and coordinate closely with a Federal RM resource and apply broad, significant knowledge of Federal Records Act, NARA compliance and programs elements, policies, and procedures to direct, control, implement, and execute various RM directives. Some onsite work at the USCP office in Washington, DC is required (estimated at 1-2 days per week).

The WORK

  • Coordinates with subject-related specialists (IT/Computer Specialist, Systems Analysts, Records Liaisons, Records Custodians etc., and Department assigned records managers/coordinators) to ensure representatives are fully involved in the changes to the program and RM modernization initiatives.

  • Prepares a variety of regular and periodic reports as required. Publishes articles for Department-wide distribution concerning aspects of records management areas as required.

    Records Management Planning:

  • Develops and implements accurate, thorough, and up-to-date records management policies/procedures to facilitate effective and efficient record-keeping programs Department-wide. Programs include both manual and electronic systems, records maintenance, documentation, utilization and disposition, reports, correspondence, editing, distribution formulas, and management information control.

  • Develops plans, policies, and procedures for the Department's Records Management Program. Insures proper coordination, integration, and compatibility of short and long-range program objectives and policies and Department objectives and policies. Oversees the implementation of the records management across the Department, producing, accumulating, or maintaining records.

  • Provides technical advice and serves as point of contact for information systems requirements in all Department Information and Knowledge Management projects throughout the Department.

  • Works with staff across the Department to ensure records management policies are implemented within the Department.

    Records Management Administration:

  • Conducts periodic Records Management surveys (via special inspection, surveys etc.) to evaluate the effectiveness of all aspects of the USCP Records Management Program. Reviews program objectives, policies, operations, progress, resources, program effectiveness, conformance to directives and other related matters. Identifies potential areas for improvements and cost saving benefits in both manual and automated systems. Ensures areas are surveyed regularly. In concert with USCP guidance and direction, reviews and exercises approval/disapproval authority (with OIS, IT-CPIC and Force Development) on requests for controlled office systems equipment and/or technical recordkeeping applications.

  • Develops, coordinates, and provides training to all personnel who are responsible for creating, accumulating, or maintaining records, including training for senior officials and records management coordinators/liaisons. Provides guidance to subordinate organizations, managers conducting surveys, and analyzes their reports and recommendations to develop an integrated course of action.

  • Coordinates with NARA for transfer of records to the appropriate locations. Coordinates records retirements to FRC and ensures compliance with transfer requirements with NARA. Manages the retrieval of retired records in response to functional element request.

  • Develops and applies knowledge of the Department and wide range of statutory laws, policies, and programs in order to plan and direct overall records management program milestones, which encompass all areas.

The REQUIREMENTS

  • Ideal candidate is a former/retired Federal Records and Information Manager at the GS-13/14 level or higher.

  • Must have expert knowledge of the Federal Records Act and NARA requirements and Federal records management principles. This knowledge would include statutory, regulatory and other legal requirements associated with information resources management, records management, privacy, access, and admissibility of documentary evidence.

  • Experience developing and maintaining records management policies, practices and procedures for application across a Federal agency is required.

  • Experience with Microsoft 365 records management solution is strongly desired. Familiarity with electronic records management is required.

  • Experience building a successful records management program at a Federal agency of at least 3,000 employees is highly desired.

  • Must have skill in analyzing and interpreting legislation, policy, and regulatory guidance for dissemination to functional program managers and other Departmental officials.

  • Requires oral and written communication skills to deal effectively with complex issues and differing approaches and views held by other managers, liaisons, and principal staff members on records management.

  • Experience developing and delivering training or guidance to supervisors and managers on Federal records management principles is highly desired.

  • Skill in conducting records/information management studies and inspections, analyzing findings, preparing reports and organizing and delivering briefings to managers to encourage acceptance of findings and recommendations is highly desired.
