Summary

This position is located in the Legal Division, Litigation and Resolutions Branch, Professional Liability and Financial Crimes Section of the Federal Deposit Insurance Corporation, Washington, DC and supports the attorneys who provide legal advice and counsel on professional liability claims arising from failed financial institutions.

Responsibilities
  • Conducts research using library references, files, corporate records, private and governmental studies, electronic databases (such as Westlaw, LEXIS, and PACER, CLEAR), and other pertinent sources to supply needed legal or factual information for inclusion in memoranda, directives, and pleadings.

  • Analyzes data, develops recommendations and justifications for the attorneys for use in interpretation and advisory requests, or in litigation.

  • Prepares memoranda and correspondence reflecting relevant facts, sources, legal authorities and citations. Assists in drafting legal documents such as subpoenas, exhibits and witness preparation documents for hearings.

  • Maintains pleadings, evidentiary documents, and other materials, including electronically stored information (ESI) for investigations and litigation, and case and other matter files for the section.

  • Designs and executes search strategies for employing E-discovery software applications such as Discovery, Relativity, and Clearwell to locate, recover, and organize potentially responsive ESI in connection with investigatory and litigation work. Has an expertise in coding documents and using the analytical tools available with such software applications.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. *CG-11: * Applicants must have one year of specialized experience equivalent to at least the grade 9 level in the Federal service. Specialized experience is experience providing legal support in litigation, including document control, discovery, and the organization and maintenance of electronically stored information (ESI) through the use of automated litigation support technology such as, Relativity, iConnect, Clearwell, or Summation.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education or an LL.M in a major field of study related to the line of work.

COMBINATION: A combination of education and experience.

CG-12: Specialized experience is experience providing legal support in litigation, including researching, cite checking, and electronically filing court pleadings and motions; and performing processes with e-discovery, including designing data searches, creating and coding batch sets of data, and preparing data production load files through the use of at least two of the following litigation e-discovery software platforms: Relativity, Clearwell, Ringtail, Summation, Concordance, and Autonomy.

  1. Knowledge of how to use a law library for legal research and how to use automated legal research services such as Westlaw and Lexis/Nexus.

  2. Knowledge of the legal principles, concepts, and methodology of legal research and analysis.

  3. Ability to interpret, explain and present in writing, relevant findings and conclusions. Ability to assist in case preparation, responses to civil document requests and, subpoenas, and FOIA and congressional responses.

  4. Ability to plan, organize, and complete requests for ESI in response to pre-trial discovery motions, civil and criminal subpoenas, congressional inquiries, and FOIA requests.

  5. Skill in implementing and managing software such as Relativity, Enterprise Vault, Discovery Accelerator, Clearwell, Equivio, Summation, Trial Director databases, and in using scanning/optical character recognition systems.
