Federal Acquisition Service Supervisory Program Manager in United States

Summary As a Supervisory Program Manager, you will provide leadership, expert assistance, and authoritative advice on business intelligence, data management, and analysis. Location of position: GSA-Federal Acquisition Service (FAS)-Office of Professional Services and Human Capital Categories (PSHC). This is a virtual/full-time remote position. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC), Office of Program Operations. The Office of PSHC Categories is responsible for the strategic leadership, oversight, and management of FAS's professional services, human capital services, and charge card management programs and contracts. Major duties include, but are not limited to the following: Develops business processes, guidelines, and standards regarding data management, manages data gathering, and data visualization. Develops training programs to present data results to managers. Develops policies for research tools, data gathering, and information access. Develops and implements a wide range of advanced qualitative and quantitative methods to assess and improve program effectiveness for complex management processes, projects, and systems. Prepares and conducts briefings for higher level management to explain analysis of data warehouse and business intelligence project documentation, provide recommendations or action plans, and propose guidance and direction for implementation of recommendations. Provides management with timely, accurate and substantive input. Reviews assigned employees work in progress and upon completion to determine the quality and quantity of work produced by each employee. Assesses employee performance and prepares formal evaluations. Informs and instructs employees on technical and administrative matters, and answers technical analysis questions and solves technical problems presented by workers. Undergo and pass a background investigation (Tier 2 investigation level). Serve a one year supervisory or managerial probationary period, if required. Be able to work frequent overtime. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service as described below: Specialized experience is described as work involving the following: Analyzing or utilizing business intelligence systems; Identifying, analyzing, and summarizing program data; Implementing regulations, policy, procedures or other program criteria; Leading teams; Presenting oral and written review results to upper management; Improving program effectiveness through qualitative and/or quantitative methods, and; Serving as a liaison to internal and external stakeholders.
