Description

SUMMARY: Performs superior technical and administrative work in the inspection of structures, construction documents and construction to assure legal compliance with the Virginia Uniform Statewide Building Code. Performs related duties as assigned.

  • Performs field inspections to ensure compliance with the Virginia Construction Code, Virginia Maintenance Code and other reference codes.

  • Reviews plans/construction documents and performs technical inspections of residential and commercial/industrial structures for compliance.

  • Provides assistance to co-workers, contractors, general public, architects and engineers relative to the County’s code enforcement program.

  • Assists in Inspection Department training programs, seminars and workshops.

  • Assists Building Code Official in establishing Inspection Department policy and procedures on code related issues.

  • Receives complaints and follows through with issuing violation notices and stop work orders.

  • Issues court summons as directed by the Building Code Official and testifying in code related cases.

  • Calculates appropriate fees for assigned permit reviews.

  • Maintains assigned files and plans in an organized manner and prepares and maintains daily logs and technical reports.

  • Participates in code related organizations to communicate and to be involved in the code change process.

  • Participates in emergency situations at all times.

  • Performs related duties as assigned.

Typical Qualifications

EDUCATION: Any combination of education and experience equivalent to a high school degree or any comparable work experience performed in a similar professional environment which would provide the required knowledge, skills and abilities.

EXPERIENCE: Three to five years experience in building code enforcement or five years in construction related fields.

OTHER KNOWLEDGE, SKILLS AND ABILITIES: Comprehensive knowledge and use of the principles and practice of the Uniform Statewide Building Code and related laws along with County ordinance, ability to detect inferior workmanship and materials. Ability to recognize potential hazards of fire, collapse or contamination. Possess excellent communications and organizational skills. Ability to keep accurate written and computerized records. Ability to present facts and recommendations clearly and concisely, thorough knowledge of building, electrical, plumbing, mechanical, accessibility and fuel gas codes along with awareness of County site plans, zoning, erosion and sedimentation ordinances. Ability to establish and maintain effective and professional working relationships with co-workers, contractors and the general public and possess professional telephone etiquette.

CERTIFICATES, LICENSES AND/OR REGISTRATIONS: Possession of a valid driver’s license. Must successfully satisfy the requirements of the Virginia State certification program for inspectors by either holding commercial general certification, plus plans review certification, in particular field or demonstrates the equivalent combination of education, experience or training and must satisfy the requirements of the Virginia Certification program within 18 months.

Supplemental Information

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Requires moderate physical effort working almost exclusively with lightweight materials (up to 25 pounds – i.e., files, plans, lumber, etc.) including but not limited to walking and standing, talking, stooping, sitting (for extended periods), kneeling, bending, reaching and gripping. Must be able to climb ladders with agility. Travel will be required for training and trade related certifications. Position requires being on call for emergencies on the nights and weekends.

ENVIRONMENTAL CONDITIONSIndoor and outdoor work is conducted in variable weather conditions – including extreme heat/cold. Exposed to high or low temperatures, humid conditions, and other unfavorable weather conditions throughout the year. Encounter rough and uneven terrain, hazardous materials, and loud noise.
