Position Summary :

Our firm is actively expanding our Federal Services division and seeks an experienced Proposal Lead to drive our engagement within the Federal market. The successful applicant will have a strong background in securing federal contracts and will be integral in navigating complex procurement processes. As the division grows, we anticipate the expansion of our proposal team, positioning this role to eventually oversee all proposal management activities. The duties of the Federal Proposal Lead will include managing the entire lifecycle of federal proposals—from pre-solicitation to submission—including coordinating with subject matter experts to ensure accurate and compelling content, overseeing the development and review of all proposal sections to ensure compliance with solicitation requirements, and ensuring timely submissions. Additionally, the role involves monitoring amendments and changes to solicitations, managing proposal schedules and deadlines, and mentoring junior staff in effective proposal management techniques. Reporting directly to the Chief Revenue Officer and based in the Washington DC area, this position offers the flexibility of remote work but requires up to 20% travel for training, crucial alignment and communication meetings. Responsibilities:

  • Proposal Strategy Development : Leads the development of comprehensive proposal strategies aligned with the firm's business objectives and the specific requirements outlined in RFIs/SSOs/RFPs/RFQs. This involves analyzing client needs, competitive landscapes, and market trends to craft compelling win themes and value propositions.

  • Proposal Management : Lead the end-to-end proposal development process, from kick-off meetings to final submission. Coordinate cross-functional teams, including subject matter experts, writers, graphic designers, and editors, to ensure timely delivery of high-quality proposals that meet client expectations and requirements.

  • Content Development : Oversee the creation of persuasive and compliant proposal content, including executive summaries, technical approaches, staffing plans, past performance references, and pricing strategies. Collaborate with subject matter experts to gather relevant information and ensure accuracy and consistency across all proposal sections.

  • Quality Assurance : In conjunction with internal departments, conduct thorough reviews and evaluations of proposal drafts to identify areas for improvement in content, messaging, formatting, and compliance. Implement best practices and quality control measures to enhance the overall professionalism and competitiveness of proposals.

  • Proposal Compliance : Ensure that all proposals adhere to the specified guidelines, formatting requirements, and evaluation criteria outlined in RFIs/SSO’s/RFPs/RFQs. Work closely with legal and compliance teams to address any contractual or regulatory issues and mitigate risks associated with proposal submissions.

  • Knowledge Management : Establish and maintain a centralized repository of proposal-related materials, including templates, boilerplate content, past performance examples, and lessons learned. Leverage internal knowledge-sharing platforms to facilitate collaboration and continuous improvement in proposal development processes and techniques.

  • Team Leadership and Development : Provide leadership, guidance, and mentorship to proposal team members, fostering a culture of collaboration, accountability, and excellence. Identify training and professional development opportunities to enhance team members' skills and capabilities in proposal management and writing.

  • Organizational Relationships : Maintain strong working relationships with business units and other departments within the organization to include but not limited to: capture, legal, compliance, finance, and others.

  • Market Intelligence and Analysis : Monitor industry trends, competitor activities, and government procurement policies to inform strategic decision-making and proposal development efforts. Conduct market research and analysis to identify emerging opportunities and potential areas for expansion or diversification within the program management and emergency management consulting sector.

  • Industry Best Practices : Maintain strong understanding of industry best practices and tools used for successful proposal development and delivery, including the use of external services to drive efficiency.

  • Performance Metrics and Reporting : Establish key performance indicators (KPIs) and metrics to measure the effectiveness and efficiency of the proposal development process. Generate regular reports and dashboards to track proposal win rates, cycle times, resource utilization, and other relevant metrics, providing insights for continuous improvement and decision-making at the executive level.

  • Corporate Compliance: Completion of all required compliance training upon hire, and annually thereafter or more frequently as deemed necessary.

  • Deep understanding of Federal Proposal Lifecycle.

  • Working knowledge of disaster preparedness, response, recovery, and mitigation grant programs, not required but preferred

  • Displayed capacity to excel in ambitious, fast-paced environments, effectively managing competing priorities and driving initiatives to fruition independently.

  • Strong project management skills to lead the end-to-end proposal development process, ensuring that proposals are delivered on time and meet all requirements.

  • Expertise in overseeing the creation of clear, persuasive, and compliant proposal content. This involves a strong command of language and the ability to tailor messages to different audiences.

  • Familiarity with proposal management tools, content management systems, and other relevant software to enhance the efficiency of the proposal process.

  • Experience with GovWin, GSA, SAM, APFS and other government research and procurement tools is preferred.

  • Superior proficiency with Microsoft Office Professional Suite (e.g., Word, PowerPoint, Excel, etc.) and Adobe InDesign.

    Required Education and Experience:

  • Degree: Bachelor’s degree in Marketing, Communications, or English preferred. Alternatively, an equivalent combination of education and experience will be considered.

  • Years of Experience : Minimum of years (5) years of managing large federal proposals.

  • Candidate must have a proven record of winning new business of significant size ($>50M - 100M +) in the federal government.
