Responsibilities MAJOR DUTIES Directly supervises seasonal employees (Park Rangers and Park Guides), interns, and park volunteers Provides leadership, technical expertise and coordination of the development, delivery, evaluation and fiscal oversight of complex interpretive/educational programs and media. Collaborates with internal and external partners, other agencies, cooperating associations and/or educational groups using effective and timely communication. Works with team in developing creative solutions to address needs. AREA INFORMATION President William Jefferson Clinton Birthplace Home NHS-Hope, AR: The historic site it is situated in the southwest tip of Arkansas in the city of Hope (pop. 10,000) which is the county seat for Hempstead County. Hope enjoys a relaxed paced and small-town charm while also having the distinction as the birthplace of three Arkansas Governors. Hope, AR is surrounded by Texarkana (pop. 65, 000) and is easily accessible from Interstate 30. Hope hosts 3 elementary schools, 1 junior high school, two high schools, post-secondary options and one alternative school. Hope has one hospital with a contingency of physicians. City of Hope website: https://www.hopearkansas.net/ Hot Springs, a large metropolitan area is approximately 79 miles from Hope. Little Rock, a major metropolitan area, is approximately 130 miles to the northeast. Dallas is approximately 2.5 hours away. Keweenaw National Historical Park, Calumet MI: The Calumet area has a population of approximately 6,000 people with community amenities including hospital, school and shopping services. The Cities of Houghton and Hancock are located approximately 12 miles south and both are full-service communities. Higher education facilities are available at Michigan Technological University in Houghton. Park housing is not available. Housing is available in surrounding communities for both rental and purchase. Summers are mild and daytime temperatures ranging from 70 to 90 degrees, and fishing, boating, camping and hiking are popular recreational activities. Winter temperatures range from highs 25-30 degrees with sub-zero lows. Winter snowfall is abundant, averaging between 150 to 250 inches per year. Winter recreational activities include downhill and cross-country skiing, snowmobiling, and snowshoeing. PHYSICAL DEMANDS President William Jefferson Clinton Birthplace Home: The position may require periods of strenuous physical activity including periods of standing, walking, climbing, and lifting of objects weighing approximately 50 pounds (video equipment). The majority of the work is sedentary. Keweenaw NHP: The work of this position is typically sedentary, however the work may occasionally require standing for long periods of time, as well as walking, bending, lifting of moderately heavy items (up to 25 lbs.) WORKING CONDITIONS President William Jefferson Clinton Birthplace Home: Most assignments are performed indoors, but some activities require exposure to variances in weather and terrain. Keweenaw NHP: This position typically works in an office environment. The work can occasionally include moderate risks or discomforts that require safety precautions (e.g., exposure to extreme temperatures, climates, rough terrain, wild animals, pests, and/or insects). Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work evenings, weekends, holidays, and overtime. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. All qualifications must be met by the closing date of this announcement-05/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: coordinating, managing or directing interpretive programs; developing long range interpretive program plans; developing and training others on educational programs; managing interpretive staff or other similar work. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-09 grade level in the Federal service. You must include hours per week worked for each job listed.-OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education or Ph.D., or equivalent doctoral degree directly related fields such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, education, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts.-OR- COMBINATION: Successful completion of a combination of education and experience as described above. NOTE: Only education in excess of the master's level is creditable when combining. You must include hours per week worked for each job listed and include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s. Documentation for Interagency/Career Transition Assistance Plan consideration if you are a displaced Federal employee within the local commuting area. You must include: 1) Proof you are a displaced Federal employee, e.g., RIF Separation Notice, Notice of Proposed Removal, etc; 2) SF-50s (Notifications of Personnel Action) showing career/conditional tenure competitive status, promotion potential and duty location; and 3) your most recent performance appraisal. To exercise selection priority, displaced or surplus Federal employees must be rated well-qualified or above 85 on the rating criteria for this position. Failure to submit this will result in disqualification. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This is not a 100% telework or remote position. You must report to the duty stations listed above. Park ranger - interpreters are specially trained to engage the public so that each park visitor can find a personal connection with the meanings and values found in the places and stories of that park. They help visitors explore the many dimensions of parks by introducing them to a variety of perspectives. By providing the opportunity for visitors to care about the places they visit, they promote stewardship and the opportunity for those visitors to care for park resources. National parks are among the most remarkable places in America for recreation, learning, and inspiration. The work done by park ranger-interpreters through effective interpretive and educational programs encourages the development of a personal stewardship ethic and broadens public support for preserving and protecting park resources, so that they may be enjoyed by present and future generations. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
