Bureau of Ocean Energy Management Marine Biologist in United States

Summary DIRECT HIRE AUTHORITY: This position is being filled through the Office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position. THIS IS A TERM POSITION NOT TO EXCEED 3 YEARS BUT MAY BE EXTENDED UP TO 4 YEARS DEPENDING UPON OFFICE NEED. Responsibilities This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs and can be located virtually or in Sterling, Virginia. This position is being advertised as both location negotiable after selection and with a duty station of Sterling, Virginia with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Prepare and review programmatic and project-specific environmental impact analyses under the National Environmental Policy Act (NEPA) related to potential impacts on biological resources (e.g., marine mammals and sea turtles), and benthic habitats from proposed offshore renewable energy activities and facilities. 2. Coordinate with multiple parties and stakeholders, including the National Marine Fisheries Service (NMFS), U.S. Fish and Wildlife Service, Federal and state resource management agencies, and non-governmental environmental groups. 3. Conduct and/or support statutory interagency consultations pursuant to the Endangered Species Act (ESA), and the Magnuson-Stevens Act (MSA). 4. Develop survey guidelines and mitigation procedures for the identification and protection of biological resources. 5.Identify and address areas where information must be developed by either agency research or contract studies, then develop and manage such studies. 6. Develop mitigation measures and monitoring plans for biological resources. 7. Review developers' plans for surveys and construction. The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor permission. Salary Information Sterling, Virginia GS-12, Step 1: $99,200.00 - GS-12, Step 10: $128,956.00 The salary listed above is for the Sterling, Virginia location only. If selected for a virtual location, your pay will be set for the location in which you live. First time hires to the Federal government normally start at the lower salary range of the grade level. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. SUBMISSION OF TRANSCRIPTS IS REQUIRED. B. Combination of education and experience: Course work as shown in A above, plus appropriate experience or additional education. SUBMISSION OF TRANSCRIPTS IS REQUIRED. Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Assisting in developing mitigation and monitoring plans for biological resources as part of a team; 2) Experience preparing technical or scientific analyses related to marine mammals, sea turtles, or fish; 3) Experience designing or implementing research related to biological resources.
