Overseas Private Investment Corporation Investment Insurance Officer in United States

The incumbent of this position serves as senior specialist managing the most complex, sensitive, and precedent-setting insurance projects that involve significant risk and judgments of insurable interests; work requires expertise in underwriting, country risk analysis, and establishing and documenting terms for insurability. Responsibilities As an Insurance Projects Specialist (Investment Insurance Officer), you will: Perform a range of activities in the political risk insurance origination process, including reviewing business plans, power or water purchase agreements, loan agreements and contracts with foreign governments, and project information memoranda. Conduct due diligence on projects in developing countries which includes evaluating the political risks, evaluating the financing structure of the project, reviewing legal documents and assessing the financial model. Provide concise written analysis of pertinent host country political risks, related to the developing country where projects are located. Provide analysis of the relevant risks related to a variety of complex investment structures, including special purpose vehicles and funds. Structure political risk coverage on complex deals. Present the political risk insurance approval papers and contracts to the required approval committees and expertly explain the coverages, exclusions and risks. Negotiate and execute detailed, complex and medium to long-term international political risk insurance contracts with the private sector, to insure a single asset (as opposed to an insurance program for a corporation), balancing investors' needs with DFC's requirements in a responsive manner. Independently identify new business opportunities that promote the international political risk insurance program to bring in new relevant business opportunities that further the DFC's development mission. Requirements Conditions of Employment Qualifications Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-12 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your experience in all of the following: 1) Experience working with a team under close supervision on international projects or investments while working at a political risk insurance firm, commercial bank, consulting firm, investment bank, international project development company, international financial institution, or multilateral organization; 2) Experience working on political risk analysis of business ventures; and 3) Experience identifying issues in at least one of the following three areas: political, economic or credit risks (e.g. due diligence, risk exposure, detailed credit analysis, market analysis, private investments). Note: Education is not substitutional at this grade level. You may qualify at the GS-13 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your experience in all of the following: 1) Experience conducting political risk analysis of business ventures in developing countries; 2) Experience identifying issues in at least two of the following three areas: political, economic or credit risks (e.g. due diligence, risk exposure, detailed credit analysis, market analysis, private investments); and 3) Experience analyzing the underlying causes of changes in investment conditions and political climate in a developing country. Note: Education is not substitutional at this grade level. You may qualify at the GS-14 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience in all of the following: 1) Experience completing the full range of origination of international political risk insurance contracts; 2) Experience guiding potential clients through the eligibility requirements, application process, investment policies requirement and approval process at a political risk insurance company; 3) Experience identifying pertinent host country political risks related to projects and applying these analyses to determine what risks should be covered and excluded in a political risk insurance contract; and 4) Experience developing networks and customer contacts to identify new business opportunities. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Information Salary will be based upon the locality pay areas, as defined by OPM, and will be adjusted based upon the selectee's duty location. This position is eligible to be 100% remote. The option to work out of the DFC's office in downtown Washington, DC is available to candidates who are interested.
