Description

The Director, Transit System Support Services works to direct and oversee the development and implementation of annual budgets and multi-year plans of the Operations division for transportation and maintenance divisions. This includes the capital replacement and improvement of fleets and facilities.

The Director will aid in fulfilling TriMet's strategic Business Plan, and in support to the Chief Operating Officer (COO), and division/agency department heads. This position oversees special projects as requested by the COO.

This position requires five (5) days per week in-person.

Perform related duties as required. Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Essential Functions

  1. Assure integration of plans among Operations division departments including Service Planning, Transportation Services (Scheduling), and Transportation and Maintenance departments, and with agency departments including Strategic Planning, Project Planning, Financial Planning, Safety, Security and Training and Information Technology.

    1. R esponsible for overall operations performance reporting and providing leadership and support for LEAN/Six Sigma and other related operations performance improvement approaches.

    2. C ontrol, monitor, and approve budgets and operational forecasts for Operations, including capital expenditures, labor resources, and materials and supplies (M&S); accountable for monitoring own department. Identify opportunities for containing costs, and may be responsible for increasing revenue. Accountability for budget includes direct reports’ monitoring.

    Oversee incorporation of Operations division’s elements in annual updates of TriMet's 5-year Capital Improvement Plan.

    1. D irect the Operations division involvement in the development, implementation, and operations of the Operations and Maintenance plans for the Bus and Rail Replacement Services Teams (BRRST) and Federal Transit Administration (FTA) Operations and Maintenance cost plans for TriMet’s light rail, Commuter Rail, bus extensions, and other major capital construction projects.

    2. D evelop and administer large intergovernmental agreements and contracts for the Operations division's responsibilities related to Portland Streetcar, Commuter Rail, Steel Bridge, City of Portland and others.Facilitate the Streetcar Planning Group and serve as oversight authority between the City of Portland and Streetcar.

    3. A ssist the Safety and Security Division as needed in annual update of TriMet's System Safety Program Plan and Security and Emergency Preparedness Plan, in relation to planning for TriMet light rail, bus extensions, Commuter Rail, and other major capital projects.

    4. A ssist in the development of TriMet’s architecture and standardization process and provide oversight for TriMet’s computerized maintenance management system. Assist with future Enterprise Asset Management systems, processes and oversight.

    5. O versee and direct the development of the Operations division performance objectives and quality standards, and responses to compliance reviews by FTA, National Transit Database (NTD), oversight agencies, and TriMet Internal Audit. Develop and oversee Key Performance Indicators and reliable methods to create standardized reporting for the three Divisions and the TriMet Board.

    6. M anage, plan, direct, coordinate and review the work of assigned staff, including hiring, performance management, coaching and training.

Position Requirements

A minimum of a Bachelor's Degree is required.

A Bachelor's or Master's Degree in Planning, Business Administration, Transportation Management, Engineering, Public Administration or a related discipline is preferred.

A minimum of eight (8) years total credited experience.*

Eight (8) years of e xperience in urban mass transit operations or community planning, including the management of large operating and capital projects within a fast-paced agency or organization, are required.

Eight (8) years of e xperience with business processes and creating business models and plans are required.

Three (3) years p rogressively responsible experience in management of urban mass transit operations or related large operating and capital project intensive organizations are required.

Possession of a Lean Certification (LEAN) and/or Certified Six Sigma Certification (CSS) is preferred.

Or any equivalent combination of training and experience.

*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range

Minimum: $135,157.00

Maximum: $202,735.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
