Summary All hourly jobs are considered as open for bid on a continuous basis. Any BPA employee on a competitive career or career-conditional appointment may, at any time, submit an application for permanent promotions, reassignments, or change of duty stations. Responsibilities As an Electrical Utility Carpenter, you will: From verbal and written instructions, drawings, and sketches, determines work procedures and the machines and tools to be used to complete assigned tasks. Fabricates from wood and related materials, items specified by drawings or instructions. Such items include concrete forms, specialized buildings, loading docks and ramps, and crates (for secure movement and safe handling of electrical and related equipment).. Disassembles, moves, and reassembles portable buildings. Installs equipment fabricated from wood and related products. Builds and installs concrete materials at site locations. Fabricates concrete footings, fences, curbs, sidewalks, block walls and precast-wireway trenches. Installs oil containment drainage systems, manholes, utility vaults, and other related concrete work. Prepares, sites, and locates structures, drainage systems, utility vaults, etc., using tools such as transits, levels, plumb bob, and other related survey tools and equipment. Performs asbestos abatement throughout the BPA system.. Operates standard power driven woodworking equipment such as circular saws, band saws, planer, and drill presses, as well as the many varied hand tools of the carpenter trade. Operates construction equipment such as pickup trucks, flatbead trucks, material handlers, skid loaders and trailers. Requirements Conditions of Employment This position requires a pre-employment medical exam, at BPA expense, prior to appointment due to the physical requirements of the position. After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards. Apprentices in the last year of the program are encouraged to submit an application to indicate duty locations for which they want to be considered for permanent placement. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check. Possess and maintain a valid U.S. Motor Vehicle Operator's Authorization (driver's license) from state of residence. Traffic citations indicating poor driving habits may disqualify applicants. Possess and maintain a valid First Aid/CPR Card. Take First Aid refresher training, as required. Drive up to 25% of the time in all weather conditions. Operate motor vehicles, including sedans, pick-up trucks, vans, or flatbed trucks. Travel continuously to field sites. Some work maybe done in the Ross Shops, Vancouver, Washington. Ability to wear personal protective equipment (PPE) required of the position for worker safety, including, but not limited to: respirator, carpenter safety equipment/apparel, safety glasses, protective footwear, hard hats, etc. If exposed to environmental occupational health hazards, have periodic physical examinations as prescribed by competent medical authority at BPA expense. (Employees may work in close proximity to substances such as acids, solvents, or PCB's which may have effects on health unless prescribed handling procedures are followed.) Become familiar with and follow the safety practices of the BPA Accident Prevention Manual. Obtain and maintain a valid restricted non-electrical worker's permit once hired. Ability to obtain and maintain authorized unescorted access to BPA energized and non-energized facilities. Subject to call for emergency work outside normal hours. WORKING CONDITIONS: Work is normally performed in a travel status throughout the BPA service territory. However, work may be performed at or within commuting distance of the Ross Complex. The principal hazards include working around machinery with moving parts, climbing around energized, high voltage electrical equipment, climbing on ladders, scaffolding and steel structures, and exposure to grease, oil, dust, intensive heat, cold, and constant noise. The work environment will usually include high noise levels or exposure to hazardous substances (i.e. acids, solvents, PCB'S, etc.) that could, if precautions are not followed, pose a health risk. Approved respiratory and safety equipment shall be worn when hazardous substances are being handled (oil, acid, etc.). Emergencies, critical system conditions, or outage limitations may require work be systemwide, done at night, or under serious time pressures. System priorities may require extended periods of overtime including working weekends and holidays. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
