You will be responsible to:

Engages in the implementation of the Health, Safety and Environmental Management and Sustainability programmes and procedures to safeguard employees and surrounding communities, developing requirements, supporting implementation through training and communication and monitoring implementation through audit and inspection. Conducts and supports incident investigations and risk assessments. Develops and maintains comprehensive knowledge and familiarity of regulatory and organisation requirements and standards and works to ensure these requirements are fully implemented.

  • Establish good governance and reporting practices (including KPI indictors) to enable the proactive identification and reporting of concerns and updates to the site management team and corporate HSE.

  • Lead the site interaction with external regulators, customers and suppliers in matters relating to HSE.

  • Lead the site implementation of Corporate Policies and Standards, and to support the development of policies and standards for the group.

  • Monitor emerging trends (internally and externally), issues and practices and as necessary to propose changes to operational practices.

  • Assure that an effective and robust HSE Management System is prepared, coordinated, implemented, and continuously improved.

  • Promote and assure the integration of HSE matters in all relevant internal company activities and to assure that the HSE Management System is in alignment with Hovione strategic plans.

  • Maintain effective communications on HSE matters with internal and external stakeholders (including but not limited to suppliers, neighbors, authorities, and clients).

  • Monitor all HSE regulatory changes and alert the site and corporate HSE as required, assuring that all processes, policies, and practices remain in compliance with legal requirements and that changes are implemented with minimal operational disruption.

  • Assure that all HSE internal and external reporting are produced accurately and in compliance with the applicable legal and policy requirements.

  • Establish, control, and approve site HSE performance indicators, providing periodic and routine reports and recommendations to management on the status of the HSE Management System.

  • Arrange and / or conduct periodic routine internal audits and inspections of site activities and procedures, to ensure that the HSE management systems are functioning as intended.

  • Ensure that an effective Incident investigation process is in place to enable the prompt identification and implementation of Corrective and Preventative actions.

  • Oversee, coordinate and/or support external HSE audits and inspections.

  • Establish a site emergency response capability with the capacity to provide an effective response to site emergency situations taking account of regulatory requirements and Corporate Policies.

  • Oversee the development, maintenance, delivery and effective use of tools, technologies and programs to support the management of HSE requirements.

  • Ensure the provision of relevant training in accordance with established training plans, proposing topics as appropriate and updating plans according to Hovione and regulatory needs.

  • Promote a continuous improvement culture, driving and directing site-wide improvements on all HSE matters.

  • Manage HSE third party vendors to ensure that the provision of service is to the required standard, cost effective and compliant with internal policy and regulatory requirements.

  • Maintain open communication as appropriate with employees, concerning HSE matters including but not limited to site metrics, accident investigations, safety alerts, safety concerns and corrective actions.

  • Prepare and document an annual site action plan for HSE, identifying objectives and working with the site leadership team to ensure the plan is actioned.

  • Manage the TMs assigned to his/her area of responsibility, namely in terms of recruitment, integration, training needs and performance management in accordance with the company's HR policies to ensure all TMs are aligned and motivated towards achieving Hovione's goals, in accordance with Hovione values and culture by promoting their personal and professional development whilst maximizing productivity.

  • Develop and propose for approval the short and mid-term goals, annual budget and budget plan in line with the corporate strategy, in order to align activities with Hovione strategic objectives.

  • Prepare and propose for superior approval the annual site HSE budget, by defining the allocation of resources necessary for the development of the activity, as well as ensuring the monitoring and control of its evolution, identifying any deviations between the real and the foreseen and taking corrective measures.

  • Assure and promote Health, Safety and Environmental compliance, including the prevention of major accident hazards, by exercising good governance and through the implementation of policy, procedures and training.

  • Participate and actively contribute to and support the Corporate HSE Leadership team mandate.

  • Ensure compliance with GMP and HSE guidelines, internal and external requirements as well as promote the implementation and maintenance of Hovione´s policies, systems, and procedures (COPs, HBR, SOPs and others) within his/ her TMs.

  • To assure and promote compliance on Health, Safety, Environment and Sustainability, including the prevention of major accidents hazards, by exercising good governance and through the implementation of policy, procedures and training.

We are looking to recruit a Candidate:

  • Master´s degree in Scient or Engineering, or related field (desired)

  • Professional certificate in Occupational Health and Safety at Work

  • Professional certificate in Industrial Safety VI (mandatory only in Portugal, desired in other countries)

  • Technical background preferred

  • Business related qualifications (desired)

  • Typically requires 10 years of relevant experience in pharmaceutical fine chemistry industry and coordinating a team.

  • Proven leadership experience

  • Effective time management skills and the ability to multitask.

  • Track record of overachieving targets

  • Significant experience of cGMP’s (desirable)

  • Significant experience of HSE management systems (mandatory)

  • Experience in directing site HSE activities at a pharmaceutical, fine chemicals or equivalent facility (desired)

  • Possess extensive knowledge of HSE principles and practices, and is able to lead others on them

  • Effective communication skills (verbal and written)

  • Capability to lead complex HSE projects

  • Excellent knowledge of HSE local applicable legislation and regulations, as well as a good knowledge of cGMP

  • Must have the Knowledge, Experience and Skills to ensure that the requirements necessary for the Control of Major Accident Hazards are being fully implemented.

  • Skilled at driving processes and tools

  • Fluency in English (mandatory)
