Department of Natural Resources, Executive Director's Office

The Department of Natural Resources is responsible for the management of the water, land, wildlife, minerals/energy/geology, and outdoor recreation resources of the State. Its mission is to develop, preserve, and enhance Colorado’s natural resources for the benefit and enjoyment of current and future citizens and visitors. This position is located within the DNR Executive Director’s Office (EDO), which leads the Department in its mission, overseeing and assisting six divisions, as well as providing administrative support in areas such as accounting, human resources, procurement, budget, performance planning, process improvement, and public information.

EDO Financial Services Budget Unit handles all department-level matters related to state budgeting and internal budget oversight, including: developing and defending the Department’s annual legislative budget request; assessing the fiscal impact of proposed legislation and ballot measures; ensuring all approved funding is recorded accurately and accessible to programs timely; and overseeing the implementation of the budget to ensure financial accountability for all funds. The unit is responsible for supporting and coordinating across all DNR divisions and programs to produce high-quality budget deliverables on behalf of the Department.

Description of Job

The DNR Budget Director is responsible for overseeing Department-wide budget planning and execution including: (1) managing policy and budget formulation and actively participating in the development of the Department’s legislative agenda; (2) navigating the legislative budget process; (3) overseeing the implementation and execution of the Department’s budget; (4) directing expenditures to ensure management objectives are met within Long Bill appropriations; and (5) advising the Chief Financial Officer, senior department leadership, Division Directors, and division fiscal personnel on budgetary issues and potential solutions.

The Budget Director is also responsible for addressing issues that affect multiple divisions, understanding the bigger picture of state budgeting in Colorado and how it affects the DNR budget, and setting the strategies and framework under which all division budget staff operate.

Position duties include but are not limited to:

Budget Development Strategy and Oversigh t:

Budget Director oversees the preparation and submission of the Department’s annual and mid-year operating and capital budget requests, with responsibility for the quality and accuracy of all required materials in accordance with instructions from the Governor’s Office of State Planning and Budgeting (OSPB) and legislative expectations. This includes:

  • Designing and managing the Department’s internal budget development process;

  • Providing training and guidance to both budget and non-budget staff to help divisions successfully negotiate the budget process and ensure alignment with DNR strategic priorities and policy direction from the Executive Director.

  • Developing recommendations on the composition and prioritization of DNR’s budget submissions to ensure the Department is allocating its limited resources to the highest priority needs; and

  • Reviewing and recommending to the Chief Financial Officer all components required for legislative budget submissions (e.g., decision item narratives, budget schedules, requests for information, and the Long Range Financial Plan).

    Legislative Budget Process :

    The Budget Director is responsible for leading the Department through the legislative budget process, including:

  • Providing training opportunities and serving as a resource for legislative staff on DNR programs and funding.

  • Managing efforts to respond to budget and policy-related questions from legislative staff and members.

  • Leading preparations for the Department’s annual hearing with the Joint Budget Committee.

  • Supporting the DNR Director of Legislative Affairs on budget-related outreach to members.

  • Monitoring all legislative action relevant to the Department’s budget.

  • Working with budget staff to ensure the Long Bill and other legislation correctly reflects all budget decisions.

    The position is also responsible for overseeing the development of all fiscal note responses for special bills and ballot initiatives to ensure all analyses are well-justified, completed timely, and meet expected standards of quality.

    Budget Implementation:

    The Budget Director is responsible for providing direction on the proper implementation of Department funding, with an emphasis on planning and problem-solving. This includes, but is not limited to:

  • Facilitating collaboration with Financial Services and other work units within the Executive Director’s Office to ensure funding is accessible timely and being used for appropriate purposes.

  • Meeting with the EDO and division leadership to identify administrative issues, discuss budgetary impacts, and make recommendations on potential solutions.

  • Oversight and management through subordinate staff of EDO’s budget, including budget support to EDO leadership and program management.

  • Overseeing the allocation and effective administration of central appropriations and developing equitable funding methodologies for department-wide or multi-division initiatives.

  • Providing direction on the strategic reallocation of existing funding to address current and emerging budgetary issues.

  • Remaining up-to-date on the status of department cash funds, including revenues, expenditures, and any potential issues or challenges with cash fund management that may emerge.

    Management and Leadership:

    The position develops and oversees activities for the unit, hires staff, creates individual work plans and assignments, sets goals and objectives, evaluates work performance, and issues corrective or disciplinary action as necessary.

  • The position also provides and/or facilitates education and training for budget staff (EDO and division), other EDO Financial Services units, division directors, policy and program staff, and Department leadership to build knowledge and skills regarding relevant budget issues.

    This position supports the Chief Financial Officer and other senior staff as required and works on special projects and other duties as assigned related to the role.

    The Budget Director may participate in legislative hearings, stakeholder meetings, committees, working groups, projects, and other forums as a representative of the Department and/or Chief Financial Officer.

Minimum Qualifications

Experience Only:

Nine (9) years of relevant experience in budget analysis, budget development and implementation, and policy development and implementation; or at least three years of public or private sector management or administration that included budget formulation, execution and analysis equal to nine (9) years

OR

Education and Experience:

A combination of related education from an accredited college or university with a bachelor's degree in Accounting, Finance, Economics, Political Science, Public Policy, Mathematics, Government or in another field of study directly related to the assignment and/or relevant experience in budget analysis, budget development and implementation, and policy development and implementation; or three years of public or private sector management or administration that included budget formulation, execution and analysis equal to nine (9) years

Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience

Preferred Qualifications:

  • Current or former State budgeting, legislative, and/or finance experience relevant to this position. Experience analyzing the fiscal impact of legislation is strongly preferred.

  • Exceptional communication (oral and written), mathematical, interpersonal, and public speaking skills

  • Experience synthesizing, interpreting, and reporting on complex or technical information, in an appropriate format and at an accessible level for the identified audience.

  • Strong critical thinking skills to develop creative solutions to complex interpersonal, process, and systemic challenges;

  • Ability to navigate ambiguity and operate strategically to make defensible data- driven decisions based on best available information.

  • Demonstrated ability to work in a dynamic, fast-paced, and complex environment to establish priorities; coordinate and track deliverables; and plan, coordinate, and monitor work of others.

  • Experience with budget management for state programs, including oversight of cash funds, developing budget projections, and managing expenditures

  • Record of relationship-building and collaborative leadership to work with internal and external partners with competing priorities to gain consensus and ensure deliverables

  • Proficiency with the State's electronic accounting system (Colorado Operations Resource Engine or "CORE"), the State's electronic budgeting system (Performance Budgeting or "PB"), or other similar databases or IT systems used for research and analysis.

The current work arrangement for this position is as follows:

  • This is a Remote/Hybrid position - Work is primarily performed from a home office, however the selected candidate may report to the office at 1313 Sherman Street - Denver, CO or other locations as instructed by manager or required by job duties. In-person reporting may occur more frequently between November 1 and May 15.
