The Compliance Coordination Training and Communication Lead will support the training and communication needs of the Compliance Coordination Team in its work to fulfill the requirements of the collective bargaining agreement between the State of Minnesota (State) and the Service Employee International Union Healthcare Minnesota & Iowa (SEIU) and other compliance activities.
In collaboration with the Compliance Coordination Team, this position will assess communications and training needs for the implementation of the collective bargaining agreement between the State and SEIU. The Compliance Coordination Training and Communication supports the development and implementation of trainings and communications for the:
Voluntary orientation and other training opportunities for direct support workers in self-directed services
Implementation of a tiered rate for Personal Care Assistance (PCA) and Community First Services and Supports (CFSS) based on the experience of the direct support worker
Resolution of grievances filed by SEIU
Enhanced rate and enhanced budget requirements
Stipend opportunities available to direct support workers
Activities of the Compliance Coordination team
This incumbent will represent DHS in collaborative work with SEIU to develop trainings consistent with best practices in instructional design to meet the needs of adult learners. This position will lead efforts to engage partners through communication and training including on-line and in-person communications and training for multi-cultural and multi-lingual direct support workers, program participants, families, provider agencies and other constituents.
Minimum Qualifications
3 years professional experience with instructional design, adult education, technical writing and communication. Experience must demonstrate the following:
· Experience using adult learning principles and techniques that support different learning styles
· Skills in e-learning software such as Articulate Storyline, Adobe Captivate, etc.
· Knowledge and experience with eLearning design and development
Bachelor’s Degree in related field may substitute for 1 year of experience
Preferred Qualifications
Knowledge of common screen reading tools such as JAWS and NVDA
Advanced skills in Microsoft Office software including Word, Excel, PowerPoint and Teams
Experience with home and community-based services and self-directed services for people with disabilities in Minnesota
Knowledge of and experience with project management principles and methodologies
Experience planning, managing and facilitating meetings; eliciting opinions, ideas and concerns, and identifying issues to facilitate consensus among variety pf partners, interest groups and constituents
Knowledge of WCAG 2.1 requirements
Ability to build and implement training that includes voice recordings, knowledge checks/tests and certificates of successful training completion
Variety of experiences working effectively with others from different backgrounds and/or culture
