Purpose
The Regional HR Project Manager is responsible for planning, overseeing and leading projects from ideation through to completion. This is an individual contributor role and requires interaction with a range of internal and external stakeholders, most often managing several moving project parts simultaneously.
The incumbent may also support other initiatives like gap identification, policy development, and process analyses, and periodic testing as required by the organization
Contributes to the overall success of the Human Resources in Singapore and APAC ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives. Ensures all activities conducted are in compliance with relevant employment regulations, governing regulations, internal policies, and procedures.

Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
Actively pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

1. Involvement in Regional HR Transformation Projects (70% of time):
Incumbent is responsible to support the team on ad-hoc basis in implementation of Global/Regional HR initiatives/projects like (i) Time and Attendance System for Singapore / APAC Countries and (ii) outsourcing of Singapore payroll to Bank’s approved vendor (ActivPayroll).
Incumbentwill act as a liaison between global and local efforts to coordinate and drive actions and support Regional HR Transformation initiatives; Provide in-depth analysis with interpretive thinking to define problems, develop innovative solutions, conduct UAT testing and streamline APAC HR operational processes.
The Project Manager role includes the following duties and responsibilities:
Leading project planning sessions
Responsible in gathering requirements for the outsourcing of WFS and Singapore payroll
Develop project timeline and work closely with Activpayroll to determine on the budget required for the implementation
Understand current payroll system and assist with data migration during implementation stage
Work closely with Global Team and Activpayroll to interface employee data between Success Factor Employee Central and Activpayroll system
Coordinating staff and internal resources
Managing project progress and adapt work as required
Develop road maps and plan project timelines
Monitor progresses, ensuring projects adhere to project timelines and budgets
Identify new skills required and support change management related but not limited to staffing training and communications
Managing relationships with HR team in Toronto and APAC and relevant stakeholders
Reviewing Contracts with vendors and getting appropriate sign-offs
Overseeing all incoming and outgoing project documentation
Participating in tender process i.e. design, submission and review
Designing risk mitigation plan
Complete Third Party Risk Management (TPRM) and Coupa for the vendors engaged
Assist with Central Bank approvals, where needed for outsourcing of payroll
Conducting project review and creating detailed progress reports and presentations for Executive Management in APAC and Toronto for approvals
Optimising and improving processes and the overall approach where necessary
Partner with Toronto to design communication plans and presentation to bank-wide employees
2. Process Centralisation & Streamlining (30% of time)::
Focus on centralising processes in Singapore to efficiently optimize essential business processes such as coordinating consistent processes for payroll, benefits, recruitment, on boarding performance management and recognition updates across all APAC countries.
Incumbent will partner with Toronto to identify opportunities to digitise processes in APAC by understanding the operational processes and conduct accurate gap analysis of the current and future processes to implement.
Responsible in streamlining the traditional processes and apply to new systems and data analytics to allow HR professionals to track trends and manage performance better.
Drive and transform effective operational strategies that allows organization to be more efficient and streamlined to improve organisational performance.
Constant streamlining of HR operational process to look out for ideas in order to develop innovative solution based on market trend to ensure that organisation is improving its operational process.
Ad-hoc Projects: Harmonise leave benefits across APAC to prepare for e-leave implementation roll out
Education / Experience / Other Information (include only those that are specific to the role)
Degree / Diploma holder in any discipline
With at least 8 years of Human Resources work experiences especially in HR Shared Services (eg. Employee life cycle processes, payroll, benefits administration etc)
Understands Bank-wide HR processes, systems and technology
Experienced in dealing with HR transformation and project management
Incumbent is expected to have a good understanding of the various controls and processes to provide guidance to the other HR colleagues.
Highly numerate with a keen eye for detail.
Incumbent with the passion to review the various processes and to identify process gaps and suggest changes will be preferred
Expected to function independentlyandDeal directly with all the employees in the execution of HR initiatives
