The Dow Water & Process Solutions (DW&PS), Jubail-II site, is a 24-hour/7-day operation including holidays. Actual schedules and work days may vary depending upon current openings.

The EH&S & Regulatory Specialist is responsible for driving a culture of safety in the plant. This role delivers EH&S support and drives the implementation of Dow's EH&S work processes through audits, self-assessments, safety standards, procedures use and training of shift operations with a focus on injury event reduction and compliance assurance.


  • Ensures the implementation of a detailed, task level, day to day Safety and Health program, utilizing the EH&S work process, standards and procedures. With guidance from the EH&S Delivery Leader, ensures all plant needs are covered in the program.

  • Initiates requests for change to the EH&S Delivery Leader to improve the best knowledge and experiences.

  • Ensures that the safety & health aspects of Operating Discipline are adequate and applied to achieve Safety and Health performance goals. In most cases, would perform the role of Section / Element Owner for the Safety section of Operating Discipline.

  • Acts as the department resource for related Safety and Health information on procedures, guidelines and standards.

  • Department contact for Safety and Health issues.

  • Coaches teams and individuals on Safety and Health related tasks and activities.

  • Assists in developing and achieving area or plant Safety and Health goals.

  • Ensures compliance tasks are completed.

  • Performs / coordinates Safety & Health monitoring, data collection, analyzing & reporting for the Plant.

  • As required, participates in the Safety and Health related reviews and projects.

  • Coordinates the schedules for audits in the Safety & Health related areas.

  • Manage plant’s security & badge access.

  • Performs other assignments - as assigned by site leader.

  • Be the communication focal point between Dow Specialties and Sadara’s emergency response team.

  • As required conducts and documents investigations of incidents and ensures follow up actions to prevent re-occurrences that are addressed.

  • Lead Root Cause Investigations on any injury and Category IV Loss of Primary Containment incidents.

  • Populates the One Stop Communication tool on a regular basis.

  • Implement Reactive Chemical protocol for the department/site.

  • Perform Housekeeping audits.

  • Lead BBP, Behavior Based Performance, and STAC, Safety Task Analysis Card, programs for the department.

  • Maintain safety documentation, including MSDS and Safety Training books.

  • Accountable for the plant’s “Equipment Training Process” steps that are assigned to this role.

  • Participates in the MOC (Management of Change) process.

  • Conducts EH&S Return to Operations reviews.

  • Participates in approval process of new equipment and upgrades.

  • Manages hazards reporting.

Regulatory Responsibilities:

  • Stay informed & updated on the regulatory & compliance requirements from the Royal Commission of Jubail & Yanbu.

  • Understand the Royal Commission Environmental Regulations (RCER).

  • Insure that plant’s systems, methods and practices are in compliance with RCER.

  • Insure that plant’s systems, methods and practices are in compliance with the requirements of the Environmental Permit to Operate (EPO) issued by the Royal commission.

  • Insure that plant is in compliance with any additional regulatory requirements from Sadara Chemical Company in support of the EPO.

  • Act as communication focal point between with the Sadara Chemical Company & Dow Specialties.

  • Work with SADARA product stewardship to insure that Dow standards and local requirements are followed.

  • Take the lead to resolve and regulatory & compliance issue between Dow Specialties and the Sadara Chemical Company.

  • 4 year college degree – bachelor’s degree is required

  • Bachelor’s degree in a technical field or engineering is preferred

  • 3 years of previous manufacturing experience is preferred

  • Prior participation on EH&S Teams is preferred

  • Prior regulatory & compliance experience is preferred

Potential candidates must:

  • Candidate must be proficient in standard workstation applications (Outlook, Excel, and Word)

  • Strong written and verbal communication skills in English language are necessary

  • Working with Manufacturing and EH&S Delivery maintain 100% compliance with EH&S tasks

  • Meet Injury and Incident reduction shift/department and site goals

  • Working with Manufacturing and EH&S Delivery maintain 100% compliance with EH&S tasks

  • Initiate follow-up action through EH&S Department teams to address hazards requiring follow-up

  • Lead or support investigations of EH&S incidents and near-miss incidents, ensure appropriate follow-up actions are identified, documented and managed to completion

  • Support Department EH&S Coordinators in the alignment all shift safety focal points with site issues and initiatives through effective communication
