CAPA Proposal Analyst
Develops and submits compliant Cost or Pricing Data (CoPD) proposal inputs to our customers. They will work with multiple locations in support of major proposal efforts that require Truth in Negotiations Act (TINA) compliant proposals per FAR 15.408. In addition, they develop, plan and schedule compliant and compelling proposals in response to solicitation (i.e., RFP, RFI, RFQ, ROM, etc.) specifications.

Job Summary
Develops Certified Cost or Pricing Data and/or Other than Cost or Pricing Data submittals with all supporting data.
Responsible for reviewing and negotiating Ts & Cs.
Interprets and ensures all contract flow-downs are understood throughout the process and personnel. Ensuring compliance in our proposals.
Manages proposal schedules and deadlines, develops proposal artifacts and supporting artifacts such as proposal outline, compliance matrix, storyboard plan, and delivery plan.
Ensures 100% on-time delivery of compliant and compelling proposals on all assigned opportunities
Makes sound and accurate judgments based on previous knowledge; interpret detailed and sometimes poorly defined information
Review all labor, material and Non-Recurring Engineering (NRE) estimates together with rate structures and budgets for each bid
Assess RFQs with bid/no bid designations utilizing appropriate analyses to support those decisions; utilizes established competitive guidelines and strategy specifications
Collaborates and partners with other functional groups (e.g. SC, ENG, Ops, etc.) to gather data; assess quote requirements and fulfill quote requirements
Communicates timely and effectively with all customers to build relationships and understand contract requirements
Remains updated on all FAR/DFAR requirements
Supports Government; Customer; SOX; 3rd Party and internal audits as required.
Updates and assists in creating standard work and processes.
Required Skills and Qualifications
Working knowledge of FAR 15 and related FAR/ DFAR requirements
Knowledge of TINA thresholds and requirements
Experience with US Defense programs and proposals; understanding of Ts & Cs
Experience leading proposals efforts and coordinating all activities
Strong verbal and written communication skills for effective interface with management, vendors, and customers on program and technical aspects, issues and periodic reviews
Works well with all levels of the organization, up to and including senior management
Ability to work in a matrixed environment
High level of initiative; ability to perform work with minimal supervision and instruction
Strong computational skills and analytical skills
Ability to conceptualize and understand technical reports, data, drawings, etc.
Planning and organization skills—prioritization, resource allocation, multi-tasking
Must have intermediate to advanced Microsoft Office skills, including Excel, Word and Outlook
Negotiation and conflict management skills
Thorough working knowledge of manufacturing processes and capabilities; technical knowledge to understand electronics manufacturing
Detail-oriented and ability to work with a high level of accuracy
Required Experience and Education
Bachelor’s degree in Business, Accounting or related field or equivalent experience
Minimum of three (3) years of experience in proposals / quoting; preferably in an electronics manufacturing environment; five (5) years preferred.
1-2 years of CAPA quoting/ contracts experience preferred
