Job Summary:

The Diving Life Support Systems (DLSS) and Salvage Equipment Commodity Manager (CM) will develop and implement management processes necessary for sustaining EOD/MDSU TOA equipment. The CM has frequent interaction with Echelon III through Echelon VI commands, Systems Commands (SYSCOMs), In-Service Engineering Agencies (ISEAs), and various maintenance activities.

Duties and Responsibilities:

  • Provide subject matter expertise to EODGRU ONE N43 concerning DLSS and MDS material, systems and equipment, including, but not limited to, MK-16 Underwater Breathing Apparatus (UBA), Flyaway Mixed Gas System (FMGS), Self-Contained Underwater Breathing Apparatus (SCUBA) equipment, mini-FADLs, and Oxygen Transfer Pump Assembly (OTPA).

  • Maintain a database of DLSS and salvage equipment for EODGRU ONE and all subordinate commands. The Contractor will liaison with subordinate units in order to verify inventory readiness and provide input to requests for information (RFI) in support of EODGRU ONE DLSS and salvage equipment requirements and shortfalls.

  • Provide input to EODGRU ONE N43, or equivalent representative, for inclusion with the annual EODGRU ONE fiscal year (FY) “Buy Plan” to account for DLSS equipment shortfalls.

  • Coordinate and provide input to EODGRU ONE N43, or an equivalent representative, for the phase replacement/technical refresh (PR/TR) of DLSS equipment, as well as funding projections for FY Intermediate & Depot (I & D) maintenance requirements.

  • Liaison with EOD MUs in order to coordinate/schedule Intermediate/Depot Level maintenance with Naval Surface Warfare Center Panama City (NSWC-PC), Florida, and Tinosa Inc. (San Diego, CA).

  • Coordinate the receipt of new and replacement EOD/MDS DLSS and salvage equipment, systems, and other associated TOA equipment.

  • Coordinate the disposition of spent or obsolete EOD/MDS DLSS and salvage equipment, systems, and other associated TOA equipment.

Qualifications:

  • Must have one of the following Navy Enlisted Classification Codes:

  • Diver First Class

  • Master Diver

  • Senior Explosive Ordnance Disposal Technician

  • Master EOD Technician

  • Must possess excellent communication skills - both written and oral - and have superior interpersonal skills.

  • Must possess the ability to effectively present facts, recommendations, and reports in a clear and concise manner.

  • Working knowledge of Table of Allowances (TOA) and supply policies and procedures.

  • Experience with the Navy’s Material Maintenance and Management (3M) System.

  • Ability to learn and use required inventory management and configuration management databases, specifically Defense Property Accountability System (DPAS) and TOA Viewer. Additionally, familiarity with Readiness and Cost Reporting Program (RCRP) and various Systems Commands (SYSCOMs) is highly desirable.

  • Proficient in Microsoft Office Suite and the ability to develop spreadsheets, charts, and graphs.

  • Must have a basic knowledge of Required Operational Capabilities and Projected Operational Environment (ROC/POE).

  • Available to perform duties in outdoor field conditions and in an environment in and around military vehicles.

  • Possible OCOUNS/CONUS travel.

  • Current DoD Secret Clearance.
