INCUMBENT:

CORE FUNCTIONS:

  • Strategically lead portfolio development in alignment with the GII strategic plan through proactive visioning, trend identification, policy analysis, technical support and collaboration with Goodwill members and key public and private stakeholders.

  • Lead the creation and deployment of holistic, population-specific grant investments that yield systems-level equity and career advancement for persons served.

  • Lead GII program directors, managers, specialists and mission advancement subject matter experts in Justice Impacted, Older Workers, Veterans & Military Families, and other groups as assigned.

    NOTE: This position is supported by grants. The position’s establishment and continuance may be dependent upon on-going grant funding.

SPECIFIC DUTIES 1 :

  • Leads launch and closeout of assigned grant-funded projects to ensure achievement of programmatic and fiscal objectives.

  • Facilitate Goodwill members’ mission services competency and capacity building in alignment with Goodwill values and the Opportunity Accelerator ™.

  • Assist in the development of grant proposals for groups assigned.

  • Lead the start-up and close out of assigned GII grant-funded projects to ensure compliance with the grant award, coordination with support departments, development of required products and orientation for project team to the requirements of the grant.

  • Lead GII managers, specialists and mission advancement subject matter experts in older workers, reentry, veteran and military families, and other groups as assigned.

  • Supervise team members and manage projects to achieve desired outcomes within timelines and budgets.

  • Direct GII staff to facilitate subgrantees’ program implementation through on-site consultation, arms-length consultation, web-based and live training, and tools.

  • Convene and lead regular meetings with the GII team (and respective subgrantees if applicable) to monitor and report grant programmatic and fiscal progress to facilitate timely course corrections.

  • Apply detailed knowledge of all relevant laws, rules, regulations, and instructions to guide national subgrantees in grant implementation.

  • Review required and ancillary project progress reports developed by project staff and submit to funding agencies and member Goodwills’ leadership by required due dates.

  • In coordination with the Grants Accounting Manager, use internal controls to ensure funds are spent in accordance with grant budgets, are in compliance with all rules and regulations governing grant awards and have adequate documentation to support expenditures.

  • Develop and control spending plans and ensure funds are spent according to funder requirements.

  • Establish and maintain systems that promote consistency, quality and continuous improvement across all grant projects and initiatives.

  • Periodically review project files to ensure they are complete and up-to-date.

  • Lead engagement with high potential partners including national organizations, thought leaders, businesses, and others, to advance department objectives.

  • Engage with Mission Delivery Team leaders and various GII departments to achieve objectives of assigned grant investments.

  • Complete other duties as assigned.

    RELATIONSHIPS:

    Internal: Daily contact with GII team members to achieve GII goals. Work as member of membership and enterprise development teams and GII consultation team. Frequent contact with other GII staff to coordinate projects and support activities.

    GII Members: Frequent contact with member Goodwills to provide support and assistance for organizational and workforce development issues.

    Outside: Frequent contact with government, business and industry, funder representatives, national and service organizations.

    Government Officials: As needed to advance the mission.

SKILLS NEEDED 2 :

  • Knowledge of Goodwill and mission service areas.

  • Ability to manage and develop staff.

  • Strong oral and written communication skills required.

  • Excellent time management and organization skills.

  • Ability to work with a wide array of team members from different levels within the organization.

  • Excellent management and leadership skills with the ability to work with a wide array of team members from different departments and levels within GII, the Goodwill movement, and others.

  • Strong project management and leadership skills.

  • Grant management expertise.

  • Strong oral and written communication skills.

  • Experience with various online media software applications (e.g., Smartsheets or Power BI). Strong Microsoft Office skills including Word, Excel, an PowerPoint.

  • Knowledge of government and other grant operations including related rules and regulations.

    EDUCATION:

    Master’s degree in business management, rehabilitation, social or human services, education, or related discipline. Bachelor’s may be acceptable with extensive (10+ years) related experience in regional or national workforce development leadership. Specific project management or grant management training desired.

    EXPERIENCE:

  • Six or more years’ experience administering and/or implementing mission service programs.

  • Four years’ experience managing grant programs.

  • Two years’ experience providing consultation services.

  • Demonstrated ability to coordinate multiple demands and projects across multiple sites.

  • Experience working with data management systems and budgets.

  • Experience with federal administration (e.g., Dept. of Labor) performance and reporting requirements.

  • Experience administering/working with mission service programs at a Goodwill member is preferred.

    DECISION MAKING:

    Decision and recommendation making for developing systems, appropriate responses to identified needs, and consultative guidance to improve performance.

    SUPERVISION:

    Moderate with latitude given to the position in carrying out work assignments. Work is checked for accuracy and completeness.

    PHYSICAL EFFORT:

    Sedentary with lifting 10 pounds maximum and occasionally lifting and/or carrying such articles or files. Walking and standing are required occasionally; long hours sitting at a desk and using a computer.

    EMOTIONAL EFFORT:

    Work environment usually hectic with periods of high stress. Must demonstrate a positive attitude in meeting daily challenges.
