Job Title: Estimating Financial Analyst (Business Development)

Job Summary: EMCOR Government Services has an immediate need for an Estimating Financial Analyst This position involves the analysis, estimating, and pricing of government and commercial contracts as well as soliciting subcontractor pricing, bottoms-up labor\material estimating and cost model development. The candidate would be responsible for analyzing and verifying Performance Work Statements (PWS) and Scopes of Work (SOW) information to develop subcontracting requirements, solicit bids, review bid results and recommend subcontractors for inclusion in RFP responses. Tasks include, researching databases for competent vendors, service shredding and sending out RFPs, estimating, pricing, tracking progress on projects, and adhering to project pricing deadlines. Must be able to work independently and be self-motivated to accomplish and complete the assigned tasks and projects. Ideally located in the DC/Philly/NJ/MD/VA. The position offers a hybrid office\work from home environment or remote work depending on location.

Essential Duties and Responsibilities:

  • Reviews Performance Work Statement/Scope of Work (PWS/SOW) from clients, customers, and local contract sites to verify accuracy, developing questions as needed.

  • Extracts Asset Level detail from Solicitation to generate a Bottoms Up Labor Estimate

  • Develop estimates and pricing in response to client/customer RFP, utilizing various sources including internal data, and external estimating such as RS Means.

  • Create and solicits the PWS/SOW to vendors, tracks progress, records pricing data and submits to contract sites or Business Development (BD).

  • Works to locate local and national vendors to perform subcontracted services.

  • Confers with vendors and analyzes vendor's operations to determine factors that affect prices. May recommend use of alternative parts, materials, or methods to reduce costs.

  • Develop and maintain working relationships with local and national vendors.

  • Schedules site visits with Business Development (BD) and/or local contract sites if available.

  • Develop work load estimates, basis of estimates, pricing models, pricing data

  • Develop Asset Level Labor Estimates to assist with generating the staffing solution for a subject opportunity.

  • Prepare & Analyze Benchmarking Data to assist with the Labor / Material build up for Preventative Maintenance

  • Apply Corrective Maintenance metrics to assist in Labor Staffing Build Ups

  • Review Task Analysis from Government Solicitations to assist in Labor Staffing Builds Ups

  • Estimate Total Hours by Skillset with the help of Operations / Business Development SMEs

  • Reviews quotes received from vendors for accuracy.

  • Attends meetings with BD and/or Sites in relation to assigned projects.

  • Focuses on the subcontracting of Small Businesses (SB) for use on projects.

  • Prepares reports, plans, recommendations and budgetary data as needed.

  • Other duties as assigned.

Qualifications:

  • Degree in Engineering, Finance, Economics or Business desired with 1 to 4 years of experience providing facilities maintenance and repair pricing and cost estimating services. In lieu of degree, 5 to 10 years of experience providing facilities maintenance and repair pricing and cost estimating services.

  • Must have strong Excel knowledge, excellent written/verbal communication skills, and strong attention to detail.

  • Must be capable, confident, and able to work under tight deadlines, while maintaining composure.

  • Must be willing and able to work extended hours to ensure project completion.

  • Estimating experience and background in a facilities operations and maintenance or mechanical/electrical service industry is a plus.

  • RS Means experience is a plus.

  • Knowledge of the principles, practices and techniques of facilities maintenance, repair and/or construction is a plus.

  • Field experience in facilities maintenance, repair and/or construction is a plus.

  • Ability to plan, organize and implement work assignments and work independently on multiple projects.

  • Ability to think outside the box to build unique solutions in the RFP process.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to deal tactfully, responsively, and equitably with people.

  • This position is ideally located in the DC/Philly/NJ/MD/VA. For those close to the Alexandria office it offers a hybrid office/work from home environment. For those located a distance from Alexandria, iy offers remote work with the expectation of travel to the Alexandria office on a monthly or quarterly basis.
