The Work You Will Do:

  • The Local Veterans’ Employment Representative (LVER) assists with the development of the service delivery strategies for veterans and educating partner staff with current employment initiatives and programs for veterans.

  • Performs duties outlined in Title 38 of the United States Code (U.S.C.), 4104(b)(1)(2), as amended by Public Law 100-323. The incumbent will assure the local office compliance with Federal Regulations, standards of performance and contractual provisions of the grant agreement mandating special services for Veterans.

  • The specific work unit in which the position is located in Panama City at CareerSource Gulf Coast.

    Where You Will Work:

    This position will primarily work out of the American Job Center located in Panama City, Florida. Panama City is centrally located in Northwest Florida between Pensacola and Tallahassee on Florida’s Gulf of Mexico coast. The Panama City/Bay County area consistently ranks above the national average for quality of life. The area is well known for its beautiful beaches that feature 27 miles of white, sandy coastline along with countless recreational activities, an active arts community, and southern hospitality culture.

    Pay:

    $40,255.81 - $42,776.88

    Your Specific Responsibilities:

    The following duties are included in Title 38 of the United States Code (U.S.C):

  • Conduct employer outreach and seminars

  • In conjunction with employers, conduct job searches workshops and establish job search groups

  • Facilitates employment, training and placement services furnished to veterans in CareerSource under the Employ Florida service delivery system

  • Maintains regular contact with community leaders, employers, labor unions, training programs, and Veterans’ Organizations to keep them apprised of eligible Veterans, and other appropriate organizations as directed for employment and/or training opportunities

  • Plans and participates in job and career fairs

  • Informs Federal contractors of the process to recruit qualified veterans, which may include reports and/or data

  • Promotes credentialing and licensing opportunities for veterans

  • Assisting with the development of the service delivery strategies for veterans in their assigned career center, as well as educating all CareerSource partner staff with current employment initiatives and programs for veterans, and reports.

  • Perform other veteran duties IAW the Jobs for Veterans State Grants as required

    Required Knowledge, Skills, and Abilities:

  • Working knowledge/experience using Microsoft Office applications, incl. Word, Excel, PowerPoint

  • Knowledge of basic sales principles and skills

  • Knowledge of the principles and techniques of effective communication

  • Knowledge of workforce plans and business/management principles

  • Skilled in group presentations or workshop instruction and/or facilitation

  • Ability to communicate clearly and effectively in individual and group settings, both verbally and in writing

  • Ability to promote and market the Career Center

  • Ability to deal with the public in a tactful, courteous, and effective manner.

  • Ability to work effectively as part of a team

  • Ability to prepare reports to include recording, evaluating, and analyzing data

  • Ability to understand and apply applicable rules, regulations, policies, and procedures

  • Ability to work independently by planning, organizing, and coordinating work assignments

    Qualifications:

    As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

  • Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows: First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons (as defined in 38 U.S.C.) Applicants applying via the Internet must ensure that required military documentation, DD form 214 and/or current US Department of Veterans’ Affairs (VA)/ Defense letter reflecting character of discharge is submitted prior to closure of job announcement.

  • IAW the Veterans Benefit Act of 2010, 38 U.S.C § 4102(A) (c)(8)(A) requires all newly hired LVER specialists are required to satisfactorily complete Jobs for Veterans State Grant (JVSG) training delivered by the National Veterans Training Institute (NVTI) within 18 months after the date of employment.

  • The incumbent must possess or obtain certification as a Workforce Professional Tier 1 within one year of employment in the position.

  • Required to travel locally and must furnish own transportation.

  • Duties and responsibilities of this position must be performed at the official work site; CareerSource Gulf Coast – Panama City, FL.

  • A bachelor’s degree from an accredited college or university and two year of professional employment, business/management, administrative, or communication experience. (May substitute experience noted above on a year for year basis for college degree).

  • Professional or nonprofessional experience in areas related to employment: interviewing, counseling, job placement, aptitude testing and assessments, job development, or job analysis may substitute on a year-for-year basis for the required college education.
