BMO Financial Group Compliance Officer, Registrations in Ontario, Canada


The Senior Registrations Officer is responsible for providing advisory services and acting as a point of escalation for registration related issues and inquiries across all Wealth Management Lines of business. The Senior Compliance Officer is also responsible for ensuring that relevant departmental/firm policies meet business requirements and mitigates regulatory risk. This role involves liaising with various regulators, internal and external counsel, various levels of Senior Management, Technology & Operations, BMO Capital Markets Compliance, and Wealth Management stakeholders.


Regulatory Compliance and Risk Management

Develop, maintain and implement changes to the firm’s compliance and registration policies & procedures to ensure that the firm’s compliance program keeps pace with applicable regulatory developments

Identify opportunities and implement policies and procedures for greater efficiencies, cost minimization and improve service levels for business partners

Manage risk and minimize losses through monitoring and controlling firm and individual licensing requirements.

Conduct internal investigations regarding civil, criminal, financial and regulatory disclosure information is reviewed respecting a registrants status and background.

Provide advice and guidance to Branches, Lines of Business, HR, PCG Learning and Corporate Secretaries Offices on related registration matters

Partner with Finance, Legal, Branches, and other departments to ensure a variety of regulatory filings are made within prescribed timelines

Ensure operational integrity and privacy measures are maintained and safeguarded with the LOB and compliance department.


Continuing Education (CE)

Liaise with Regulators and Securities Industry groups with respect to CE requirements and regulatory changes

Point of escalation for PCD Branches on continuing education matters

Relationship Management

Partner with Regulators, Internal and External Legal Counsel, Executive Office, Privacy Office, Police Agencies, Internal Audit, clients and various levels of senior management within PCD and BMOFG.

Provides advice and guidance to branch personnel and the Surveillance team within Retail Compliance on escalated registration and continuing education matters

Provides advice and guidance to Wealth Management and Capital Markets lines of business on registration matters.

Partner with Technology and Operations as business representative for implementation/enhancements of new/existing systems


Participate in special projects requiring specialist compliance input and expertise

Recommending – This role has the authority to recommend policy changes, procedural changes and standards with respect to regulatory compliance requirements in order to meet business objectives and or enhance business procedures and mitigate risk.

Issue Resolution – resolve a diverse range of related issues/situations/problems arising from registration applications and business.

Escalation Process – The Senior Registrations Officer may escalate to the Manager, Registrations or to the CCO as required. Strong Communication skills (listening, verbal, written)

This job requires the incumbent to interact with the following processes and/or groups in BMO FG:

Work jointly with peers in the Legal Group, Finance Department, PCG Learning and PCD Management.

The Senior Registration Officer will interact with senior management of the organization and external regulatory officials which will require exceptional communication and negotiation skills in order to advance the incumbent’s original thoughts and ideas.

Interacting with various external associations including Investment Industry Regulatory Organization of Canada (IIROC), the Ontario Securities Commission (OSC) and other Provincial Securities Commissions will be required.



  • Successful completion of Canadian Securities Course and the Conducts and Practice Handbook required.

  • The Branch Managers Course, the Effective Management Seminar, The Options Supervisor Course, the Chief Compliance Officers Course and the Partners, Directors and Senior Officers Course are optional and considered an asset.

  • Five to seven years experience in a financial or securities industry Compliance division.

  • Broad knowledge of IIROC, OSC, CSA and US (state and federal) rules, policies and procedures

  • Broad knowledge of Institutional, Retail and Discount Brokerage businesses

  • Facility is written and spoken French an asset

  • University degree or equivalentSME with extensive knowledge of registration rules and regulations, regulatory filing requirements as well as firm structure and internal policies

  • Ability to identify and analyze risks and propose steps to mitigate risks

  • Ability to work in a high stress, fast-paced and changing environment.

  • Must be able to work independently.

  • Analytical skills and good judgment are extremely important.

  • Must possess excellent negotiation and listening skills

  • Must be independent and confident enough to defend their views in an open forum.

  • Excellent interpersonal skills and strong written and verbal business communication skills

  • Able to recognize and handle sensitive and confidential information
