This position serves as an Operating Accountant for the FAA Accounts Payable Branch, providing financial support to the FAA and other serviced agencies. Accounting operations are maintained and monitored in accordance with current accounting policies and standards prescribed by government regulations.

The incumbent is responsible for performing multiple and varying assignments under the limited direction or guidance of the manager, team leader, or more experienced higher level specialist. Identifies, analyzes, and recommends solutions to complex problems relating to standard General Ledger Accounts. Ensures operations are in accordance with FASAB & GAAP.

Assists supervisors in preparing tactical and strategic plans for the organization in support of the accomplishment of higher organizational goals. Oversees collaborative efforts of change involving multiple teams each relating to different customers. Makes critical work decisions on work processes. Provides critical analysis and implements corrective action to complex problems. Runs advanced queries, identifies areas and directs corrective efforts. Serves as subject matter expert for audit requests, ensuring source documents are compiled and process explanations are provided to the auditor. Lead system reconciliation efforts to ensure accurate reporting. Responsible for OPR Quality assurance and any internal control reviews. Briefs management on non-routine issues to include analysis of processes, impact to operations and courses of actions necessary to ensure mission success.

Required daily contact with customers both internally and externally to exchange information and to explain the application of accounting policies and procedures.

Resolves most problems and work issues without higher level assistance; however, more complex problems are referred to managers or higher-level specialist. Work is reviewed periodically, typically at major milestones and at completion to ensure alignment with project requirements.

Personal contacts are both internal and external. They include AMK managers and staff, DOT Personnel, FAA Personnel, LOB's and customer's staff and managers.

Reference OPMs Individual Occupational Requirements for Accounting positions in conjunction with the Group Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENTS: Bachelor's Degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR COMBINATION OF EDUCATION AND EXPERIENCE - At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate types and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement as stated above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b)a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

IN ADDITION TO THE ABOVE BASIC REQUIREMENT you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to the next lower level FV-G (FG/GS 10-11) in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIENCE may include but is not limited to: applying Generally Accepted Accounting Principles (GAAP), regulations and policies - Examining, analyzing, and interpreting accounting data, records, and reports; Advising or assisting management on accounting and financial management matters; Designing, developing, operating, or inspecting accounting systems etc.
