Summary

The Assistant Project Manager manages capital & operating project delivery within the Bridges & Tunnels business unit in the MTA Construction Development (C&D) Delivery Department.

The Assistant Project Manager monitors the Bridge & Tunnel Inspection project status and identifies risks and issues. This position assists the Project Manager with management, coordination, field oversight, and inspection projects and in providing direction to a staff of technical professionals, comprised of both in-house and consultant personnel in the inspection program and evaluation of the Authority’s facilities, in order to comply with the AASHTO element level inspection program mandated by the Federal Highway Administration - FHWA - and New York State Department of Transportation - NYSDOT- regulations, assess the integrity of the bridges, tunnels and related structures, and to ensure the public safety and efficient allocation of the Authority’s resources. This position is responsible for project/ program management activities that ensur e project delivery is safe, efficient, on schedule, within budget, and per project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines.

The Assistant Project Manager monitors the Bridge & Tunnel Inspection project status and identifies risks and issues.

Responsibilities

The Assistant Project Manager reviews previous inspection reports and plans field operations.

Performs field inspections and prepares inspection reports per NYSDOT, FHWA , and applicable standards.

Performs load ratings and emergency inspections.

Prepares recommendations for maintenance and repair for all types and sizes of highway bridges.

Assists in monitoring new bridge construction or rehabilitation and special investigation projects.

Enforces safe operations in the field.

Directly assists Project Managers and Design Leaders and performs other duties as required.

Maintains project progress when actual, on-site conditions are continually changing due to facility occupancy and operation field conditions, accessible supply of workers, material, and equipment , and vary in the project scope of work.

Identify project issues and risks and ensure timely resolution and mitigation.

Recommend solutions to senior management for the resolution of critical issues.

Manage project activities to minimize the impact on agency operations and the public.

Coordinate project activities with the project team, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.

Ensure project activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.

Ensure that safety and quality are an integral part of project operations.

Manage preparation and monitor implementation of project plans, quality plans, and work plans.

Coordinate with Safety and Quality Management staff. Manage project documentation to ensure quality, completeness, and accuracy.

Manage and monitor progress against project scope, schedule, and budget.

Review and approve contract invoices and other project charges based on established procedures.

Ensure that expenditures are adequate ly charged.

Manage comprehensive project document control and retention.

Manage the preparation of reports, presentations, research, and studies.

Manage the presentation of project reporting and coordination of audit/inquiry responses for MTA and external oversight bodies.

Manage staff selection, coaching, training, development, evaluation, discipline/termination as needed. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Education and Experience

Bachelor’s degree in Civil Engineering or a related field.

A Master’s degree in Engineering or Construction Management is preferred.

Engineer - in - Training Certification and on track for New York State PE license .

Must have a minimum of ( 3 ) three years of bridge & tunnel experience focused o n bridge and tunnel inspection or bridge and tunnel engineering.

Excellent communication and interpersonal skills.

A V alid Driver’s License is required.

OSHA-30 Required .

FHWA-NHI- 130055 Safety Inspection of In-Service Bridges for Professional Engineers r equired .

FHWA-NHI- 130110 Tunnel Safety Inspection preferred .

Knowledge of engineering practices and principles must have familiarity with FHWA and NYSDOT In sp ection procedures and requirements for bridges and tunnels .

Ability to concurrently coordinate and direct multiple large and complex inspection projects throughout the project lifecycle.

Ability to define, anticipate, and resolve issues that may affect the progress of construction projects.

Excellent written and oral communication skills.

Ability to interface effectively with senior management, consultants, and contractors.

Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).
