This National Guard position is for a SUPERVISORY IT SPECIALIST (PLCYPLN), GS-2210-13, Position Description Number D2170P01 and is part of the Kentucky Air National Guard.

Responsibilities

As a SUPERVISORY IT SPECIALIST (PLYCYPLN), GS-2210-13, this position manages, plans, organizes, controls, and directs the communications activities for the Wing and Base to ensure mission accomplishment and optimum use of resources. Sets policy, directs and monitors support and related programs including planning and programming, funds distribution and management, economic analysis assistance, budget administration, material management, and related activities. Establishes, advises, and consults on production and quality requirements, mission objectives, equipment requirements and other logistics needs, to ensure requirements satisfy the respective mission sets and obligations. Plans and institutes communications fiscal policies to implement federal law, higher level directives, and to provide optimum support to subordinate organizations. Responsible for unit level oversight of programs used to monitor and eliminate fraud, waste, abuse and mismanagement. Supports audit programs within the Communications unit. Serves as a functional area technical expert to the Financial Management Board (FMB). Responsible for the development, management, and execution of financial management plans as they relate to communications systems. Coordinates with support organizations to assure an integrated approach to solution of problems. Assesses the impact of changes in the local area network and coordinates with operations to ensure these changes do not exceed maintenance or unit capabilities. Ensures unit Quality Assurance and Standardization and Evaluation programs are effectively managed. Develops new procedures to solve unprecedented technical problems.

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard as a condition of employment.

Military Grades:1st Lt-O2 - LtCol- O5

Compatible Military Assignments: 17D3Y

CONDITIONS OF EMPLOYMENT: You must maintain membership in the Kentucky National Guard. You must be assigned to a compatible military position. Wear of the military uniform. May be subject to furlough actions. Participation in direct deposit is mandatory. Must obtain a favorable adjudication of a T3 or equivalent investigation. Acceptance of a Federal position may terminate a military bonus. Acceptance of a Federal position will terminate Tricare eligibility. Maintains required information assurance certification IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, and complies with current AF directives. Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Individuals convicted of a qualifying crime of domestic violence may not perform the duties of this position. This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certifications that are outlined in DOD instruction 8570.01-M.

NATIONAL GUARD MEMBERSHIP IS REQUIRED:This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

Qualifications

Minimum Requirements: Experience that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in and Knowledge of a wide range of communications concepts, principles, and practices. Experience in and Knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements. Experience in and Knowledge of the principles of information assurance, network security, and techniques to ensure serviceability, safe operation, proper configuration, accountability, and sustainability of systems to meet mission requirements. Knowledge of DoD and Air Force communications regulations, services, and instructions to ensure telecommunications services are in compliance with applicable regulations and instructions. Experience which includes leading, directing and assigning work of personnel.
