Primary Focus:

The Government Affairs Specialist – Great Lakes*, will report to the Director of State Governmental Affairs. The role will be primarily responsible for developing and implementing governmental relations strategies that protect Enbridge’s ability to build and maintain liquids and natural gas pipelines, midstream infrastructure and renewables across the Great Lakes region of the U.S. in a manner that ensures reliable service for our customers and a superior return for our investors. Focus will extend to both the successful execution of capital expansion projects and the development of sound public policy in support of ongoing operations and expansions.

*Great Lakes – Initially to include the states of MI, IN, IL

Specific Accountabilities:

  • Individual manages state government affairs activities related to capital expansion projects, ongoing operations and public policy issues that affect the company, ensuring their integration within Enbridge's business operations and strategic plans (with particular attention to issues which may affect Enbridge’s operations and growth objectives in the Great Lakes region of the U.S.).

  • Continually assess political and advocacy landscape to anticipate issues/challenges before they emerge; and, work across company, operations and project team disciplines to devise appropriate strategy and tactical response

  • Ensure all action items are being addressed in a timely manner

  • Manage specialized GR consultants in the field as needed.

  • Responsible for advancing sound public policy: actively identifies, analyzes and tracks issues which could positively or negatively impact Enbridge -- develops position papers and strategies (in conjunction with energy policy and governmental affairs leadership and relevant functions across the company), and implements advocacy plans as required.

  • Represent Enbridge before state Governments, clearly articulating the company’s position, and influencing decision-making.

  • Responsible for managing relationships with elected and non-elected officials in MI, IN and IL with Enbridge assets and/or proposed capital projects

  • Credibly advocates company’s position on relevant policy issues before these governments

  • Effectively educates policymakers, their staffs on policy issues relevant to Enbridge

  • Works collaboratively with subject matter experts throughout the company to provide reliable and relevant information to policymakers in a timely manner

Represent the company with appropriate organizations and coalitions that Enbridge may work with to foster government relationships and advance company priorities Research, monitor, analyze and evaluate legislation and regulatory issues in order to ascertain potential impacts on company. Draft issue briefs for dissemination to government officials and to internal clients. Develop and implement a federal governmental communications program to help improve the company’s reputation and ensure proper presentation of the company’s government concerns.

Qualifications:

Minimum Qualifications

  • 10 (ten) years of experience in state/regional government relations or external stakeholder environment

  • Experience working with cross functional teams

  • Communications skills (written, verbal, presentation)

  • Exceptional interpersonal and persuasion skills

  • Assertive in pursuing difficult issues and bringing them to a quick but thorough resolution

  • Ability to take initiative and continually re-prioritize

  • Ability to cultivate project team members and SME’s to support GR activities as needed

  • Must be able to travel as needed

Preferred Qualifications

  • Experience w/energy industry and/or midstream infrastructure development projects

  • Lobbying experience at local/state/federal level; or significant experience working on energy and environmental policy issues

  • Demonstrated facilitation and coordination skills.

  • Demonstrated analysis and policy development skills

  • Demonstrated interest in the policy process

  • Demonstrated experience in project management

  • Demonstrated knowledge of Enbridge’s operations
