HPC Industrial Compliance Specialist in La Porte, Texas

HPC-Industrial , Powered by Clean Harbors, is looking for an Environmental Compliance Specialist for our La Porte, TX location to join their safety conscious team! The Environmental Compliance Specialist is responsible for supporting environmental compliance and environmental reporting in accordance with regulatory standards, customer policies, and company policies. The Environmental Compliance Specialist will implement and oversee environmental permitting and compliance programs for Vapor Control Management (VCM) team to ensure federal, state, and local regulations are met and a safe, healthy and accident-free work environment is provided in accordance with applicable regulations and HPC policies and procedures.

Key Responsibilities:

  • Ensures appropriate regulatory operating permits are in place for the operation of vapor control equipment.

  • Supplies project matrix for upcoming vapor control projects to ensure proper permits are in place to operate equipment and to ensure proper procedures are followed and proper air monitoring protocols are followed.

  • Ensure quality control protocols and procedures are established to monitor all aspects of regulations. Receives and QA/QC vapor control start up logs and daily air monitoring logs.

  • Organize environmental compliance logs into project folders on Share Point

  • Notify Operations Manager of missing or inaccurate daily compliance logs & air monitoring logs.

  • Received and QA/QC electronic data for vapor control projects, i.e. chart recorder data (temperature and flow)

  • Saves electronic data for into project folders on Share Point

  • Prepares customer reports for VCM projects in accordance with regulatory requirements.

  • Compiles first draft environmental compliance projects reports for review by VCM environmental Compliance Manager

  • Ensures day-to-day compliance and recordkeeping requirements are met.

  • Assist Environmental Compliance Manager with the following task:

  • Send agency startup notifications.

  • Tracking equipment permits and regulatory permits and expiration dates.

  • Track company owned and rental air monitoring equipment (meters)

  • Tracking equipment source testing expiration dates and assist with coordination of renewal 3 rd party source.

Skills and Experience:

  • BS/BA (preferred)

  • BS/BA in Environmental Science or Engineering (preferred)

  • 2+ Year Environmental compliance experience (required)

  • Knowledge of local Texas Commission on Environmental Quality and Environmental Protection Agency (EPA) laws/regulations (required)

Compliance Specialist Requirements:

  • Detailed Oriented

  • Able to QA/QC documentation daily and provide feedback/correction to the field operators.

  • Generate high-level auditable emission reports quickly and accurately.

  • Generate required compliance documentation prior to project startup.

  • Excel Experience

  • Able to generate pivot tables and complete data set formatting.

  • Macro building experience preferred.

  • VLOOKUP a plus

  • General Chemistry and Organic Chemistry Fundamentals Required

  • Understanding of basic chemical refining processes

  • Unit conversion and basic chemical reaction stoichiometry a must

  • Understanding of Acid/Base reactions at a macro level

  • Understanding of functional group properties of organic compounds

  • Administrative Essentials

  • Maintain records in logical and intuitively organizational manner.

  • Communicate complex ideas and processes in laymen terms with field groups.

  • Be flexible and available to accommodate fast-paced environment.
