You will apply your job knowledge and technical skills independently or as part of a team to design and create accurate and high-quality highway construction plans for projects of varying complexity levels, adhering to department policies, standards, and specifications.

DESCRIPTION OF WORK In your role as a Highway Designer, you would design work in two different settings, namely the Consultant Design Squad and the In-House Design Squad, contributing to the design of highway projects. Some of your responsibilities would include: Conducting technical design reviews of all submissions and plans for various types of projects, including highways, bridges, and multi-modal projects of varying complexity levels. Preparing scopes of work, advertisements, and agreements using the Engineering Construction Management System (ECMS) for projects that will be contracted with consultant. Estimating the man-hours required for design-related tasks and review consultant proposals to determine the most qualified consultants for the job. Assisting in the consultant selection process by meeting with consultants to address any project-related inquiries and reviewing and providing feedback on consultants' proposed man-hour estimates and technical approaches to the scope of work. This will include reviewing consultant invoices for payment preparation. You will take on a leadership role in preparing design plans with Computer-Aided Design and Draft (CADD) instruments for less complex projects, overseeing lower-level technicians engaged in drafting, detailing, and designing portions of the plans. For more complex highway projects, you will prepare a complete set of plans Under the guidance of a Project Manager, the individual prepares highway plans based on field survey notes or CADD data files. In addition, you will handle the design process for complex highway projects from the initial concept to the final plan preparation.

Work Schedule and Additional Information: Full-time employment Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time up to 5 days per pay period. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Hollidaysburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Highway Draftsman- Designer; or One year of professional experience in highway design work including six months involved CADD operation, and a Bachelor's Degree in civil engineering, or a closely related field; or Three years of professional experience in highway design work including six months of CADD operation, and an Associate's Degree in civil engineering, drafting, or design technology; or Any equivalent combination of experience and/or training.
