State of Montana Environmental Scientist in Helena, Montana

The primary responsibility for this position is to serve as the organizational expert for Spill Prevention Control and Countermeasure (SPCC), Aboveground Storage Tanks (ASTs), Underground Storage Tanks (USTs) and Storm Water Pollution Prevention (SWPP) management, ensuring compliance with related Federal, State and local environmental laws and regulations. This position will confirm that site-specific facility spill plans are up to date, and plans are being implemented; direct emergency spill response actions, reporting and recordkeeping; and update and manage storm water plans, where applicable. This position will also provide training and technical assistance for MTARNG facility personnel. The employee reports to the Environmental Bureau Chief and serves as the primary point of contact pertaining to SPCCs, USTs, ASTs and SWPPPs/MPDES for MTARNG facilities statewide, National Guard Bureau (NGB), and other Federal and State agencies. The position works closely with but not limited to the following clients to determine scope and needs of environmental documentation: all directors and staff of CFMO, Directorates of the MTARNG, Commands and Units of MTARNG, NGB, and DoD agencies. Works closely with Montana state agencies and departments including the Department of Environmental Quality (DEQ). Works closely with Federal agencies including, US Army Corps of Engineers, Environmental Protection Agency (EPA), local officials, ADHOC groups and committees, and concerned citizens. The position prepares and reviews environmental documentation to ensure accuracy, completeness and compliance with applicable laws and regulations. This position will also complete internal reviews of construction documentation, providing comments in response to proposed construction activities and making recommendations to ensure regulatory compliance. Physical and Environmental Demands: Work is performed both in an office environment and in the field. Requires periodic statewide travel for site visits and meetings. Fieldwork requires average strength and stamina, the ability to work in adverse weather conditions, considerable walking on uneven terrain and potential exposure to unexploded ordnance (UXO) on military training areas. Knowledge, Skills and Abilities: Knowledge of environmental program principles and procedures applicable to a wide range or duties in program or functional areas, such as water quality management, underground storage tank management, contamination to the environment, and solid and hazardous waste management. Strong and effective in written and verbal communication and problem-solving skills. Knowledge of the state and federal contracting process. Skilled in applying environmental program knowledge to resolve complex problems involving diverse aspects of environmental protection (i.e., investigations, inspections, environmental oversight, etc.) where procedures require frequent modification or changes in the state ARNG program or requirements. Ability to modify or adapt established environmental methods and procedures to solve problems; ability to evaluate, modify or adapt new methods to meet environmental requirements for specific state situations; and/or ability to revise standard methods to improve or extend environmental administration and/or management systems within the state. Must have demonstrated ability to work and engage in diverse working environments within and outside the Department. Minimum Qualifications (Education and Experience): Bachelor’s Degree in Environmental Science, Environmental Engineering or closely related field AND 3 to 4 years of job-related work experience; understands requirements related to CWA, HAZWOPER and CERCLA, and has experience implementing compliance programs related to the laws described above.
