Job Description

Core Responsibilities

  • The Operations Project Specialist and Liaison is a key role responsible for overseeing capital projects from inception to completion. This role involves a wide range of responsibilities, including but not limited to:

  • Work closely with Project Managers, Project Engineers, and Planners to coordinate and sequence capital and O&M work plans and schedules.

  • Maintain professional relationships with key stakeholders to identify, mitigate, or eliminate potential compliance lapses.

  • Ensure alignment between scheduled work and available resources with area supervisors and planners.

  • Review engineering design packages for capital projects and interface with engineering to provide feedback and possible design improvements.

  • Develop and submit outage requests prescribing the required protection to safely accomplish the planned work on time.

  • Conduct quality control reviews and work with stakeholders to address areas for improvement.

  • Evaluate and recommend changes to company specifications and procedures for clarity, applicability, field performance, and compliance.

  • Work closely with Area Supervisor and Planner to provide guidance and mentoring to allow employees to reach their full potential.

  • Communicate and ensure compliance with applicable Company, Department, and Government safety, environmental, and test procedures.

  • Track, communicate, and ensure the successful pursuit and achievement of the Corporate and Department goals and applicable performance indicators.

  • Establish and maintain all office files, test data, and reports in accordance with Company and Department standards.

  • Integrate Human Performance Improvement (HPI) tools into work plans.

  • Utilize various computerized systems to improve the efficiency and reporting of all facets of the day-to-day operations as it relates to capital projects.

  • Track Capital hours to stay within budgeted hours.

  • Attend department meetings and disseminate information to required parties including changes to procedures, project schedules, etc. and ensure consistent implementation of any changes throughout different department sections.

  • Create and give presentations as needed at key milestones to provide updates to the organization as major capital work progresses. These presentations will be held at large staff meetings and at the level in senior management.

  • Manage and Support the BQSI area with normal activities, such as compliance and training expectations & summertime feeder processing KPI goals when support is required due to absences or delegation.

  • Interface with other organizations and departments at CECONY, and with service vendors and contractors, to achieve sustainable compliance.

  • Coordinate with the training group and TLC to ensure proper training is established for new equipment.

  • Work with the various organizations throughout Substation Operations to continue promoting a Safety and Operational Excellence culture, as well as maintaining a Diverse and Equitable team.

  • Able to hold the appropriate Delegation of Authority for their respective Area Manager as well as coach and mentor supervisors as required.

  • Assures major capital projects (load relief, system reliability and equipment replacements and repairs, etc-) are coordinated and scheduled to meet completion dates as well as appropriate Capital appropriation spending allocations.

  • Establishes productivity standards & monitors performance on the basis of these standards & advises on the compliance with standards.

  • Partners with EH&S organization to manage and support applicable environmental compliance information in conjunction with Station supervisors as it relates to EH&S related Maximo compliance items, walk-through of substations in advance of Audits as well as follow-up to audits.

  • Performs periodic Substation Inspections and recommend projects to address non-compliance conditions.

  • Manage establishment of requirements and preparation of assigned Area annual XM Budget submittal.

  • Coordinate with engineering & support organizations to address the preparation of equipment / system corrective action plans.

Required Education/Experience

  • High School Diploma/GED and 7 years of work experience Substation Operations, Maintenance, PST, System Operations, project management, planning or

  • Bachelor's Degree and 4 years of work experience Substation Operations, Maintenance, PST, System Operations, project management, planning

Preferred Education/Experience

  • Bachelor's Degree Engineering and 6 years of related work experience Substation Operations, Maintenance, PST, System Operations, project management, planning

Relevant Work Experience

  • 5-7 years Field operations experience, Technical experience and working knowledge of the installation, maintenance, repair and operation of the Transmission, Distribution and Auxiliary equipment located in a SSO substation. Required

  • 3-5 years Supervisory experience Required

  • Managing Compliance and Training deadline experience Required

  • Excellent writing, communication, and presentation skills Required

  • Must possess strong leadership skills, initiate and champion change, and have the ability to influence and persuade others in order to improve work practices/processes. Required

  • Must be able to deliver exemplary customer service and develop a team spirited work environment in support of Con Edison's Corporate Values. Required

  • Working knowledge of the Dielectric Fluid System and it's substation located components. Required

  • A thorough working knowledge of SSO's GEI's and Substation Operating Procedures as well as the Maximo/Engage Work Management System. Required

  • Must possess strong decision making skills and strong communication skills. Required

  • The ability to work effectively with others in a cross-departmental platform is a must. Required

  • Familiar with Substation Operations Physical and Cyber Security requirements and procedures. Required

  • Experience delivering Job Briefing and performing JSSE's. Required

  • Well versed in Human Performance Improvement tools and coaching employees. Required

  • Work experience in operations or as a Station Operator Preferred

Physical Demands

  • Ability to respond to system emergencies

  • Perform extended driving through heavy traffic and severe off-road conditions

  • Ability to work in adverse conditions that include, noise, confined spaces, and high elevations

  • Ability to climb ladders and stairs

  • Ability to work on elevated platforms, scaffolds, catwalks, roofs, and/or other equipment

  • Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)

  • Ability to work with, and in, the vicinity of high voltage and/or other high-energy systems

  • Ability to be approved to wear and use either a full or half-face respirator, without facial hair or other conditions that may interfere with the seal, in accordance with OSHA regulations

  • Stand, walk, and climb ladders and stairs for the duration of the workday

  • Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday

  • Ability to travel to company locations to work on storm restoration and heat contingencies

  • Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses

  • Work rotating shifts, including nights, midnights, weekends, and holidays

  • Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.

  • Must sit or stand to answer a phone for entire shift

  • Must sit or stand to use a keyboard, mouse, and computer for entire shift

  • Must have excellent manual dexterity and be able to use hands for entire shift

  • Must stoop, bend, reach and kneel throughout the workday

  • Must work at field locations in all weather conditions

  • Must be able and willing to travel within Company service territory, as needed.

  • Must be available to respond to emergencies on a 24 hr basis.
