Position Description

Hiring range: $50,386.00 - $65,502

The Development Services Engineer (CE I) position is housed within Durham's City-County Planning Department in support of the Development Services Center (DSC). Primary areas of responsibility include supporting the Small Cell Wireless Temporary ROW Closure Programs.

The Small Cell Wireless program supports wireless facilities located in the right-of-way, promotes aesthetic quality, and ensures pedestrian and vehicular safety. The Temporary Right-of-Way Closure aims to minimize mobility impacts associated with street-adjacent construction activity, and promotes pedestrian and vehicular safety. For both programs, the Development Services Engineer will review permits for compliance with development standards, and perform inspection and enforcement.

The successful candidate will possess a strong working knowledge of engineering principles and utility and transportation systems. In addition, the successful candidate will possess skills in customer service, records management, quantitative analysis, and regulatory compliance. Candidates with a proven track record of successful project delivery, critical thinking and independent problem-solving abilities, process improvement initiative, and strong written, oral, and graphic communication skills will be highly considered.

Work is performed under the direct supervision of a registered licensed professional to aid in the development of engineering skill sets.

About the Express Review Team

The Development Services Engineer (CE I) is a member of the Express Review team, which is a multi-disciplinary work unit that provides quick turn-around for minor building, planning, and engineering applications and permits. Supervision of this position will be shared among a Professional Engineer (Civil Engineer III) within the Development Services Center and the Express Review Supervisor.

Express Review includes following activities.

• Building permits for single-family home improvements;

• Zoning Permits;

• Minor planning approvals including Sign Permits, Home Occupation Permits, and Temporary Use Permits, and

• Minor engineering approvals and inspection.

Express Review also provides back-up to the Development Coordination team.

About the Development Services Center

Durham's Development Services Center provides a one-stop-shop for development services. The DSC's goal is make the coordination, predictability, timeliness, and quality of Durham's development review process second to none, to ensure our residents have access to employment and housing choices.


  • Responsibilities for the position include the review, inspection, and enforcement associated with Small Cell Wireless and Temporary Right-of-Way Closure permits. Time is split between case management, field inspections, and customer service.

  • Perform development review.

  • Conduct field inspections and enforcement.

  • Prepare and analyze data.

  • Develop written reports and presentations.

  • Attend meetings and provide administrative support.

  • Assist in researching and developing process improvement initiatives associated with customer service, application intake and triage, case review, and records management.

  • Perform back-up duties for the Express Review and Development Coordination team.

Minimum Qualifications & Experience

  • Bachelor's Degree in Civil Engineering, Transportation Engineering, or related field of study or equivalent experience and education.

  • Less than six months related experience.

  • Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees. No direct supervision required.

  • Possess Engineer Intern Certificate or must be acquired within 6 months. Failure to acquire the EI Certificate causes the applicant to be ineligible for the position.

  • Valid North Carolina Class "C" Driver's License, or must obtain within sixty (60) days of hire.

Additional Preferred Skills

  • Professional Engineer (PE) registration.

  • Level 1 building inspector certification.

  • One year of professional experience related to engineering, development review, regulatory, or building code compliance.

  • Proficient in office applications, ArcGIS, and permit management software.

  • Strong communication and problem-solving skills.

  • Customer service experience.
