County of Bucks Program Manager, Community Development in Doylestown, Pennsylvania

POSITION SUMMARY: 

Provides oversight and implementation for the Department's Community Development programs, including projects focused on affordable housing development (homeownership and rental housing), owner-occupied rehabilitation, public facility improvements (parks, community spaces, accessibility improvements), and some public service projects. Primary manager of funding sources including, but not limited to Community Development Block Grant Program (CDBG), HOME Program, Housing Trust Fund, Whole Home Repair, and other sources funding similar projects. Community Development Program Manager works together with Homeless Services Program Manager and Fiscal Operations Manager to ensure cross-departmental regulatory and administrative requirements are met.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Meet with and report to the Director, Housing & Community Development Department, to recommend and review community development, economic development, and affordable housing needs, develop strategic and tactical goals and plans, report activities and outcomes, and develop funding proposals and applications. Communicate frequently with all partners and County leadership on project and program progress and results.
  • Work closely with the Homeless Services Program Manager and Fiscal Operations Manager to ensure department functions optimally from an administrative, workflow, and performance standpoint. Includes cross-training across department functions and ensuring all staff are adequately trained to succeed. Support Homeless Service programs as needed. 
  • Oversight of compliance and contracting for Community Development related grants. Develop expertise in cross-cutting HUD regulations to ensure implementation across the Department. 
  • Responsible for completion of HUD mandated reports such as the annual action plan, 5-year consolidated plan, annual CAPER performance reports, and other reports/requirements as needed and citizen participation process implementation for all related reports. 
  • Supervise staff responsible for Community Development Block Grant Program and the Whole Home Repair Program.  Provide program oversight and assistance to administrators of HOME and Housing Trust Fund (HTF) funding other county program initiatives as assigned. Delegate tasks between the staff to ensure optimal system functioning.
  • Research and identify best practices in community development, economic development, and housing affordability programs and projects. Propose models that are best suited for implementation in Bucks County.
  • Facilitate interdepartmental, interdivisional, and sub-recipient communication and coordination for community and housing programs and associated services to ensure coordinated operations lead to efficient program implementation.   
  • Evaluate community project proposals and applications for funding to determine relevance to County strategic plans (and HUD Action Plan), feasibility, compliance with funding requirements, and community impact. Complete a ranking process, provide funding recommendations and function as a resource for project partners as needed. May prepare contracts and resolution packets for submission and Commissioner approval in conjunction with project administrators. 
  • Oversight of program development, contracting, implementation and on-going monitoring of programs funded under the Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Housing Trust Fund (HTF), Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE), and other funding sources where community development is the primary focus. Will work collaboratively with Homeless Services Program Manager in areas of overlap to ensure contract compliance, accurate reporting, and to promote high performing projects. Responsible for oversight of all elements of project financing and funding, budgets and accounting reports.  
  • Ensure coordinated onitoring (across CDBG & HOME) and follow-up of sub-recipients (both on-site and desk) according to funding source requirements. Oversee department audit process for select projects and functions, maintain project related databases, and generate all necessary reports. Ensure reconciliation of Lawson reporting with interdepartmental budgets/project files.
  • Supervision of and as needed preparation of project and performance reports, including gathering and assembling of information, data entry, reporting and the preparation and distribution of all necessary support documentation. Supervises project expenditures in order to ensure efficient use of funding (and timeliness of CDBG expenditures) and maintain up to date records of financial status of all project funds as well as projections on how expenditures will impact commitment deadlines, expenditure deadlines, and ability to fund community goals.
  • Provides county agencies, municipalities, and non-profit organizations with administrative assistance and guidance on applications, contracts and reporting requirements of the various community development and housing programs.
  • Works with Project Administrators to create or revise program manuals and administrative policies. Manuals include guidance related to regulations as well as updated information on local implementation of funded initiatives in accordance with County strategic planning. Implement monitoring procedures to ensure program manuals are adhered to by subrecipients. 
  • May prepare and assist project administrators to complete project reviews (e.g., environmental, historic, subsidy layering, underwriting) including the gathering and assembling of information and any administrative duties associated with processing of reviews. Provides administrative and technical support in processing of grants and project contracts. 
  • Maintains technical competency relative to the United States Department of Housing and Urban Development (HUD) and Commonwealth of Pennsylvania programs and guidelines, project financing, county financial practices, and federal, state, and local legal requirements. Interprets and communicates relevant applicable knowledge for community partners via tutorials, webinars, promulgation of guidelines/regulations, and conferences.
  • On an as needed basis, process contracts (or supervise processing) funded under the Community Development Block Grant (CDBG) Program, Lead Hazard Reduction Grant Program, HOME Investment Partnership Program (HOME), Housing Trust Fund (HTF), Emergency Solutions Grant (ESG), Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE), HUD Continuum of Care, and/or other funding sources. Provide programmatic support to all the above programs as needed. 
  • May assist Fiscal Manger to supervise departmental administrative support including but not limited to vendor payments, office equipment, annual budget planning and other financial functions.
  • Represents the county at meetings and on committees and task forces, as required.
  • Performs a variety of administrative tasks including typing and composing correspondence, filing, mailings, photocopying, scanning, scheduling meetings, speaking engagements, field monitoring visits, and maintains various databases and spreadsheets.
  • Other duties as assigned.
