The Chicago Department of Transportation (CDOT) implements a large Capital Plan, which was recently increased to add over $1.6B of new design and construction over the next five years. These critical public infrastructure projects are much needed to ensure public safety and the continued vitality of all of Chicago’s neighborhoods. This provides an opportunity to re-imagine the design of Chicago’s streets, intersections, and traffic signal systems to better serve pedestrians, bicyclists, transit users and motorists. This Traffic Engineer V position will work within the Division of Traffic Safety supporting the delivery of this vastly expanded scope to ensure timely, efficient implementation of mobility and street design improvements throughout the City.

Under general supervision, supervises professional traffic engineering work related to the design of traffic signals, signal timings, streets and roadway design, manage and implement intelligent transportation systems, and performs related duties as required.

ESSENTIAL DUTIES

• Prepares, reviews, and approves engineering plans for new streets, traffic signals and signal timings, and traffic control devices prepared by staff and/or consultant engineering firms

• Reviews and approves plans prepared by consultant engineering firms to ensure compliance with established design standards and specifications, sound engineering principles and City ordinances and make changes as required

• Assigns, monitors and participates in investigations of traffic complaints and implements procedures to eliminate problems found

• Serves as a project manager responsible for supervising and participating in the conduct of field surveys on arterial streets to collect data on traffic patterns, volume, speed, capacity, accidents and parking

• Analyzes survey data and recommends the installation of traffic control devices, including traffic signals, stop signs, crossing areas, and directional arrows

• Designs complex timing sequences using computer software and reviews and approves designs prepared by staff

• Support traffic signal interconnect projects and various ITS initiatives

• Support centralized traffic signal management and traffic operations

• Oversee the monitoring of engineering contactors, ensuring work is completed according to contract specifications

• Coordinates traffic signal & ITS installation projects with other City departments and utilities.

• Confers with contractors on plan changes and contract modifications and assists in resolving problems that arise during construction

• Acts as a liaison between the department and other government agencies (e.g., Illinois Department of Transportation, Federal Highway Administration, Chicago Transit Authority) to coordinate traffic engineering projects

• Prepares grant applications to secure project funding

• Manages the Traffic Management Center and Intelligent Transportation Systems (ITS) at CDOT

• Serves as a project manager responsible for supervising and participating in the conduct of field surveys on arterial streets to collect data on traffic patterns, volume, speed, capacity, crashes, and parking.

• Performs other related duties as required.

Hours: 8:30 a.m. to 4:30 p.m.

Salary Range: $115,440 - $118,956 Annually

Qualifications:

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree in Engineering, supplemented by four years of traffic engineering experience of which one year is in a supervisory role related to the responsibilities of the position; or an equivalent combination of education, training and experience provided that the minimum degree requirement is met.

Registration as a Professional Engineer (P.E.) is required. At the time of employment, positions must have obtained Registration as a Professional Engineer in the State of Illinois

A valid State of Illinois Driver’s license is required.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a written exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

· Previous experience performing and providing oversight in the conduct of professional engineering work related to the design and analysis of traffic signals and signal timings and the regulation and flow of traffic

· Ability to conduct field surveys in heavy traffic areas to collect data on traffic patterns, volume, speed

· Proficiency in Micro Station and Synchro software

· Previous experience with traffic signal and signal timing design

· Previous experience with intelligent transportation systems (ITS)

• Previous experience with Traffic Operations

• Previous work experience in a position requiring the ability to deal effectively with contractors, engineers, and elected officials

• Proficiency level in Microsoft Office including Excel and Outlook
