Job Description:

Join GDIT and be a part of a team that solve some of the world's most complex technical challenges. The Afloat Submarine C4I IPT Common Submarine Radio Room (CSRR) Multi-purpose Reconfigurable Training System (MRTS) team is seeking a Training Specialist III in Charleston, SC.

Afloat Submarine C4I IPT Common Submarine Radio Room (CSRR) Multi-purpose Reconfigurable Training System (MRTS) is the Naval Information Warfare Systems Command (NAVWAR) Program Executive Office (PEO) C4I model to provide seamless, end-to-end communications training supporting the Sailor 2025, Ready Relevant Learning initiative. Providing system of systems training of this caliber to others in the DoD C4I community is a command goal both now and for the future.

Duties include:

  • Provide expertise supporting and complying with DoN and DoD enterprise initiatives.

  • Ready Relevant Learning (RRL)

  • Integrated Learning Environment (ILE)

  • Navy Knowledge Online (NKO)

  • Learning Management System (LMS)

  • Provide functional and technical expertise supporting of a wide range of DoN and DoD Business IT systems.

  • Human Analysis Requirements Planning System (HARPS)

  • Trainer Enhancement Change Request (TECR) database

  • Common Problem Reporting System (CPRS) database

  • Provide C4I training expertise solutions to equip the warfighter with the necessary knowledge, skills, and abilities to operate, maintain, and administer C4I equipment.

  • Research, design, development, and engineering support of CSRR MRTS trainers for US Navy Submarine Force and FMS cases.

  • Develop, edit, update, and maintain C4I CSRR formal curriculum, and CSRR Differences training material for US Navy Submarine Force IAW Naval Education Training (NAVEDTRA) manuals 130A/132 and Training Project Plans (TPP).

  • Evaluate impact of CSRR MRTS Problem Reports (PR) and TECRs on the CSRR MRTS and shall recommend resolution.

  • Provide C4I CSRR training to US Navy Submarine Force.

  • Develop and perform Validation/Verification (Val/Ver) on CSRR MRTS operational and maintenance scenarios, and associated Fault Insertion Guides (FIG).

  • Provide technical representation at reoccurring or ad hoc C4I training systems meetings such as MRTS Configuration Control Review Board (CCRB), C4I Submarine Training Advisory Group (C-STAG), Submarine Force Mission Review Group (SFMRG), and CSRR Team Trainer Scenario Working Group (CTTSWG).

  • Develop, edit, update, and maintain various programmatic documentation requirements such as:

  • Military Characteristics (MC)

  • Training System Support Documentation (TSSD)

  • System Interface Manuals (SIM)

  • Lab Access Requests (LAR).

  • Develop, edit, update, and maintain Graphic Design Documents (GDD), Storyboards, and Software Design Documents (SDD).

  • Develop, edit, update, and maintain the C4I training course of instruction for systems in production, including differences courses of instruction.

  • Deliver all course of instruction in the appropriate format and authoring tool such as Authoring Instructional Materials (AIM) or other mandated curriculum suite or sponsor equivalent.

  • Assist with development of C4I equipment or systems Quick Reference Guide (QRG) for use by contractor and service member operations or maintenance personnel.

  • Provide operator and maintenance training on C4I equipment and systems in accordance with approved Life Cycle Support (LCS) training schedule.

  • Conduct a Business Case Analysis (BCA) and Analysis of Alternatives (AoA) as they relate to existing or projected development of training on C4I systems or equipment.

  • Assist with equipment/classroom setup and instruction for New Equipment Training (NET).

  • Design customized training mock-ups including MIL-STD racks, rack integration kits, and deployable hardware systems.

  • Conduct planning, resourcing, and execution of a cohesive integrated training strategy IAW requirements identified in the Navy Training System Plan (NTSP), Manpower, Personnel, and Training Plans (MPTP) or service specific equivalent guidance.

  • Conduct schoolhouse-training audits, interim training prior to Ready for Training (RFT) date, and train-the-trainer courses as needed to support curriculum lifecycle management.

  • Shall develop training related technical documentation required to support C4I systems with existing or proposed training systems or curriculum in the appropriate format and authoring tool such as LEAD curriculum suite or sponsor equivalent.

  • Provide curriculum lifecycle management using the Analyze, Design, Develop, Implement, and Evaluate (ADDIE) Instructional Systems Design (ISD) Model IAW NAVEDTRA 130 series, NAVMC 1553.1A or equivalent service guidance.

  • Develop and deliver learning objectives, training plans, and curriculum in accordance with recognized Naval Education and Training Series 130 to 140 Instructions and OPNAV 1500.76 or appropriate service specific instruction.

  • Develop, edit or update C4I Manpower, Personnel, and Training Plans (MPTP) encompassing development of the Job Task Analysis (JTA), Maintenance Task Analysis (MTA), Critical Task Training List (CTTL), and Manpower, Personnel, and Training Analysis Report (MAR).

  • Develop Knowledge, Skills, and Abilities (KSA) that describe necessary tasks, work hours per week required to perform each function.

  • Develop Critical Training Tasks Lists (CTTL) that identify and document critical tasks for C4I systems operators, maintainers, and support personnel.

  • Confirm the calibration procedures, maintenance tasks and repair/replacement procedures through the removal and replacement of the component parts for the system, system Test, Measurement, and Diagnostic Equipment (TMDE), and other tools & support equipment associated with existing or proposed C4I training.

Required Qualifications:

  • Masters’s or Bachelor’s Degree - Education, English, Psychology or related training systems discipline.

  • Must possess Training Certification

  • Ten (10) years with Masters or Fourteen (14) years with Bachelor’s degree years of professional training experience, to include:

  • Establishing training needs

  • Developing goals and objectives

  • Developing training programs

  • Applying the instructional systems development (ISD) Process

  • Specific Experience: DoD C4I Instructional Design experience

  • Secret Clearance
