Summary Serves as a Medical Technician in the clinical laboratory of the USPHS Indian Hospital at Cass Lake, MN. The technician has the responsibility, under the supervision and guidance of the Supervisory Clinical Laboratory Scientist and/or a Clinical Laboratory Scientist, for performing a variety of procedures to include complex analysis of specimens, using as well as maintaining and troubleshooting equipment and setting up and monitoring quality control by using detailed instructions/guidelines. Responsibilities Performs quality control, calibration and basic instrument maintenance on all equipment and testing platforms. Conducts varied and complex clinical laboratory tests and examinations. Performs patient phlebotomy by venipuncture and capillary methods. Participates in proficiency testing and reporting of test results. Performs clerical duties such as filing laboratory reports, sending faxes, answering phone and using an electronic health record. BASIC REQUIREMENT(S): Individual Occupation Requirements Specialized ExperienceFor positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: Minimum Qualifications for GS-06: 1 Year of Specialized Experience equivalent to at least the GS-05 Grade Level. Specialized Experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples include: Performing calibration, preventative maintenance and diagnostic troubleshooting of laboratory equipment; technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings; technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques for the position of Medical Technician. Minimum Qualifications for GS-07: 1 Year of Specialized Experience equivalent to at least the GS-06 Grade Level. Examples include: Performing calibration, preventative maintenance and diagnostic troubleshooting of laboratory equipment; preparing solutions, stains, reagents and media required for performing tests and examinations; technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings; or technical support work in a closely related field, e.g.,biological laboratory technician work that required application of the methods and techniques for the position of Medical Technician. You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Additional Information Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required. This position has promotion potential to the GS-07 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
