Position: HR and Admin Officer – Specialist Health Service (SHS)

Location: Canberra, Australia with flexible work arrangements.

Monthly Remuneration: AUD$5,400-AUD$7,000 inclusive of superannuation

Duration: June 2024 – March 2026 (with possibility of three-year extension)

The Opportunity

Managed by Abt Global, the Specialist Health Service (SHS) provides strategic input on health to the Australian Government’s Department of Foreign Affairs and Trade (DFAT). The SHS is the primary source from which DFAT accesses health and development expertise and advisory services to improve the quality of health programming across DFAT’s global and regional health portfolio, through enabling access to responsive technical advice and support.

Specific Duties:

The HR and Admin Officer will work within the SHS to support the human resource functions and services of the program. Working closely with the SHS team and Abt Global, the HR and Admin officer will support administrative requirements for end-to-end human resource support.

The HR & Admin Officer will support the following:

Recruitment and Selection

  • Provide administrative support to recruitment processes and procedures aligned and compliant with relevant Abt Global and DFAT policies

Due diligence, contracting and onboarding

  • Working closely with the SHS HR Manager and Abt Global’s People & Culture team provide support on adviser due diligence checks including PeopleCheck requests and reference checks, due diligence tracking and filing of due diligence documentation for all personnel under the SHS program and included on the SHS Panel

  • Provide administrative support required for contracting new personnel and advisers

Performance Management

  • Provide administrative support for annual performance planning and review cycle for SHS personnel and Adviser Performance Appraisals (APAs) for SHS personnel and advisers

ATLAS System

  • Support the maintenance and retention of program HR records through the ATLAS HRM system in accordance with Abt Global’s policies and procedures

HR Administration and Payroll

  • Support the collation, reconciliation and submission of monthly timesheets for all SHS personnel and LTA to payroll

  • Support the collation of receipts to ensure compliance with DFAT invoicing requirements

Other administrative tasks requested from time to time

Key Requirements:

We are seeking an individual who will bring:

  1. Experienced HR and administration officer, with at least 3 years’ experience supporting similar programs or with relevant organisations

  2. Relevant tertiary qualification or equivalent experience.

  3. Practical experience providing HR and administration services

  4. Proven capacity to work effectively in a small team and deliver on tasks in a timely manner

  5. Good interpersonal and communication skills with excellent attention to detail
