Brockton Hospital Environmental Safety Program Manager in Brockton, Massachusetts

Position Summary:

This position supports all Environmental Safety Department activities aimed at managing risks of workplace injury and illness and maintaining compliance with pertinent codes, standards and guidelines.

These activities include identifying hazards and safety issues; developing, implementing and monitoring effective hazard controls and solutions; and assuring continued effectiveness through safety systems development and continual process oversight and improvement.

The position performs general safety functions that include conducting safety surveys, investigating incidents, exposure monitoring, managing hazardous materials, assisting in responding to various emergencies, training, and collecting and managing data and documentation.

The position manages the Emergency Management program. This includes documenting and reviewing department plans, Emergency Operations Center maintenance, support ICS during activations and after action reporting.

This position will cover assignments at all SHBH locations. This position’s day-to-day duties will be coordinated and supervised by the Environmental Safety Director.

This is a full-time 40 hour/ week position

Responsibilities:

  • Perform safety audits of clinical, laboratory, and support areas as assigned.

  • Manage EOC Tracer program. Record audit results and send to managers, tracking replies and following up on outstanding issues with ancillary departments. Interface with department safety representatives to mitigate findings.

  • Assist in inspectional activities performed by the fire department and other outside agencies, including mock survey walkthroughs with consultants/representatives.

  • Support all aspects of managing hazardous chemical materials and wastes. Track and complete manifesting requirements according to state and federal standards. Develop and/or maintain competency in all facets of chemical waste management and provide basic oversight and technical support for hazardous chemical waste operations under the supervision of, and assignment by, the Director, Environmental Safety .

  • Interface with Maintenance to ensure on time scheduling and completion of all external Life Safety vendor services, documented as completed with any deficiencies noted, risk assessment completed (ILSM), and corrective action completed. Interface with Equipment Management /Biomed team to ensure all patient care equipment inspections are completed on time (with tagging), and that quarterly performance reports are presented to the Environmental Safety Committee.

  • Perform basic occupational hygiene technical support. Maintain competence in using selected monitoring devices and systems. Perform exposure monitoring for personnel working with hazardous materials and potentially exposed to other non-chemical environmental factors.

  • Assist with indoor air quality investigations. Perform interviews. Conduct air monitoring activities and other technical tasks as necessary. Interface with facilities personnel and contractors as needed for effective follow up. Record and document all pertinent findings. Provide emergency preparedness and response capabilities before, during and following emergency operations activations.

  • Create and manage after action reports for all hospital emergencies, planned events and exercises, including opportunities for improvement and the subsequent follow up, which is tracked on the corrective action matrix.

  • Maintain the organization’s Emergency Operations Plan and department emergency plans (currently 95 departments utilize these plans, which must be reviewed and maintained).

  • Manage the Emergency Code Page list, utilized by Telecommunications for notification during disasters.

  • Validate and verify the organization’s Hazard Vulnerability Analysis during the annual review with hospital and external stakeholders

  • Review and revise the organization’s emergency management plan(s) and policies.

  • Lead the hospital’s chemical HAZMAT response, including utilization of and training on new ZUMRO decontamination system. Respond to chemical spills.

  • Respond to workplace incidents. Investigate, determine and document incident causes and assist with follow up and mitigation of causative issues.

  • Maintain technical competencies based on job function demands. Also, maintain knowledge of pertinent policies, procedures, codes and standards and stay current with requirements.

  • Provide written and verbal reports as assigned.

  • Participate in various standing and ad-hoc committees and work teams (Workplace Violence Prevention workgroup, Joint Commission Steering Committee, Infection Control Committee, etc.).

  • Manages the personal protective equipment inventory and emergency management/special equipment program and provide information and training to users.

  • Provide orientation and general safety training to employees covering fundamental topics such as fire prevention and response, chemical safety, and personal protective equipment; support department-specific training efforts through “train-the-trainer” activities.

  • Provide Hospital Incident Command System refresher training to employees on a quarterly basis.

  • Participate as active member of, and assist with Environmental Safety Committee responsibilities, such as preparing quarterly reports on Emergency Management, Life Safety and Utilities Management, as well as special events and activities.

  • Follow through with 12 new and updated Emergency Management elements of performance.

  • Ensure continued survey and compliance readiness with standards such as OSHA, CMS, TJC, DPH, NFPA, and other regulatory entities via continuing education and trainings.

  • Participate as an active member of various regional emergency preparedness groups, including the Southeastern Massachusetts (Region 5) Health and Medical Coordinating Coalition, as well as the Region 5 Hospital Preparedness Group, and other work teams. Also serves as hospital emergency management liaison for exercises and real world emergencies in the community/state/area.

  • Supported the organization’s COVID-19 response, including liaising with state and federal entities to ensure supplemental staffing was provided to the hospital via the Massachusetts National Guard and Federal Emergency Management Agency Department of Defense clinicians.

  • Participate in project work as assigned.

  • Flexibility and teamwork: this department has a broad set of responsibilities requiring technical staff to multitask and support others

  • Physically able to perform tasks such as walking, standing, climbing, lifting, carrying

  • Must be able to wear a respirator and other personal protective equipment.

  • It is expected that the technician would engage in the use of Signature’s LEAN Management System’s Tools in their daily work, to include analysis in identifying root causes, implementation of containment and countermeasure and in the check solution phases to validate that compliant conditions have been sustained (PDCA).

    Education/Experience/Licenses/Technical/Other:

  • Education: Bachelor of Science or equivalent degree in the safety field or an associate’s degree in a safety-related field with two years of experience.

  • Experience (Type & Length): Experience in a safety-related field, experience working in a healthcare environment
