Public Buildings Service Program Management Officer in Boston, Massachusetts

Summary As a Program Management Officer, you will serve as the Division Director for the Design and Construction Division overseeing the portfolio of design and construction projects under the administrative direction of the Regional Commissioner, Public Buildings Service. Location of position: Public Buildings Service (PBS), Design & Construction Division(1PC), Boston, MA. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy. The duties of the Program Management Officer include, but are not limited to the following: Manages and directs the technical execution of project delivery with a corresponding responsibility to coordinate with the program side in the best interest of clients, assets, projects, and employee development. Influences the ability to resource projects, transactions, and asset teams for the execution of customer agreements, minor and major projects, capital program, operations and maintenance program, and reimbursable program within the area of responsibility. Ensures the sound provision of overall project/program management and financial, contractual and program support to project managers. Responsible for coordination, interpretation and implementation of new policies and procedures with other Divisions and PBS organizations. Works with and through the PBS Board of Directors, establishes internal policies, procedures, and controls to ensure uniformity and consistency among all regional PBS organizations. Manages regional programs related to design, construction, building/space renovations, engineering, space planning and cost estimating. Assigns work to subordinates based on priorities, consideration of technical difficulty, mission requirements, and employee capabilities and qualifications. Facilitates stakeholder meetings to review and evaluate projects to ensure successful completion and consistency of implementation. Ensures commitments to and from stakeholders are met; establishes lines of communications to ensure that stakeholders are informed of the status of work. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is project or program experience applying executive direction and oversight of the planning, execution, coordination and evaluation of design and construction delivery functions. Providing logistical and management support to assist senior managers and executives in directing and coordinating activities, and operations, to improve the efficiency and effectiveness of the organization. This experience must include: Providing advice and authoritative guidance and plans, manages, directs and coordinates major programs and project activities performed within designated responsibilities. Participating in project decision-making and formulating short- and long-range program goals and objectives. Evaluating performance, progress, program status and trends against approved objectives and established program controls and reporting requirements. Serving as a representative or alternate with other Program Managers, stakeholders and partners and participates in conferences, boards, public forums and other events as required.
