REPORTS TO: Executive Director of Expanded Learning and Opportunities POSITION OVERVIEW: Expanded Learning Opportunities manager of Accountability and Sustainability resides in the Office of Expanded Learning Opportunities within the Office of Family and Community Advancement of the Boston Public Schools. Reporting to the Executive Director of Expanded Learning Opportunities. The Manager is responsible for supporting and advancing the district’s vision, mission, and goals through building capacity for effective engagement with families and student participation in expanded learning opportunities. Under the direction of the Executive Director of Expanded Learning, this ELO Manager is at the forefront of managing the grant for all ELT and OST sites, relationships with donors, providing guidance, evaluation and support to school leaders and their teams on grant utilization, ensuring accountability in grant expenditures, and implementing strategies for long-term sustainability of programs. In addition, this Manager will provide technical assistance and evaluation of all ELO grants and reporting for outside of regular school hours including Before and After School Programs, February and April Vacation Acceleration Academies, 21st Century Programs and 5th Quarter Summer Programs. The manager will be directly responsible for the administration and implementation of all BPS Expanded Learning Time (ELT) and Out-of-school (OST) sites. The position will have a particular emphasis on creating meaningful opportunities for authentic input and feedback from students and families participating in these programs utilizing the data to inform shared decision making and overall ELO programmatic experiences. The Manager will support student outcomes within Expanded Learning Opportunities and contribute to advancing the mission of the Boston public Schools. This position will serve in a managerial role within the office of Expanded Learning Opportunities and the OFCA division. This position requires strong communication grant management and grant writing skills, strategic thinking, and a passion for sustainability and philanthropy. The manager will collaborate with ELO team to facilitate grant-funded summer programs, lead the application processes in collaboration with schools, partners, and district teams for competitive grant opportunities, including new, continuation, enhancement, and exemplary 21st CCLC grant and MA ELT grants by providing leadership and direction in collaboration with school leaders to develop programming that meets grant expectations in a personalized way for each school community. RESPONSIBILITIES: Budgeting and Grant Management Oversight of local, federal and grant funding including compliance, sustainability, accountability and supplementing funding for all out of school funds maintaining a minimum of level funding and or aligned goals of increasing programmatic experiences for BPS students. Develop budgets with all sites and continuously oversee and maintain budgets in accordance with District and 21at century and all ELO grant policies and requirements in alignment with organizational goals and objectives. Budget analysis and programmatic recommendations, aligned to district goals and based on student academic outcomes and participation in ELO programs. Monitor grant progress and compliance with donor requirements, ensuring timely reporting and accountability. Manage hiring and payroll, facilitate stipends, and coordinate contracts and financing with program partners Develop and maintain grant-related documentation, including agreements, budgets, and progress reports. Management of budgetary and programmatic implementation and evaluation of all ELT and ELO grants. Establish systems to track grant expenditures and ensure adherence to grant agreements and reporting requirements. Stakeholder Engagement and Sustainability: Lead application processes in collaboration with schools, partners, and district teams for competitive grant opportunities, including new, continuation, enhancement, and exemplary 21st CCLC grant and MA ELT grants Supervise support staff with duties related to 21st CCLC and MA ELT grants Participate in all 21st CCLC and MA ELT meetings, activities, and trainings as required by MA DESE, including monthly Regional Network meetings Collaborate with program managers and cross functional teams to develop sustainability for expanded learning initiatives by providing guidance and expertise on sustainable best practices, trends, and emerging issues to internal BPS OFCA/ELO teams. Develop and execute innovative fundraising strategies aligned with the organization's mission, goals, and financial targets. Collaborate with senior management to establish fundraising priorities and long-term plans utilizing market trends and analysis of donor behaviors while identifying opportunities for fundraising initiatives. Serve as point person for communications and outreach with key stakeholders, including school leaders, district leaders, partners, program staff, and DESE Plan, coordinate, and oversee fundraising campaigns, events, and initiatives, including direct mail, online fundraising, and special events. Cultivate and maintain relationships with current and prospective donors interested in sustainability initiatives by serving as the primary point of contact for donors, responding to inquiries, providing updates on projects, and fostering engagement opportunities. Engage with external stakeholders, including non-profit organizations, government agencies, and community groups, to identify collaborative opportunities to increase funding and leverage resources. Identify and engage prospective donors through personalized outreach, meetings, presentations, and networking events. Grant/Donor Assessment and Evaluation: Responsible for overseeing all Boston Public Schools Expanded Learning Time (ELT) and Out- of-school (OST) sites following state and federal regulations and reporting requirements Oversee data collection, analysis, and reporting as required by 21st century, state and federal regulations. Analyze school community and student data (i.e. Sayo Sata) with school leaders and their teams to compile regular reports for ELT and OST sites. Research grant opportunities and prepare grant proposals and applications in collaboration with relevant stakeholders. Develop and maintain a donor database, ensuring accurate and up-to-date records of all interactions and contributions. Ensure compliance with grant requirements and deadlines, and manage reporting obligations for successful grants implementation. Evaluate the effectiveness of fundraising activities and make adjustments as needed to optimize results. Oversee the grant application process, including reviewing proposals, conducting due diligence, and making funding recommendations. Conduct research and analysis to identify opportunities for sustainable impact by monitoring program performance and outcomes to assess the effectiveness of grant-funded activities. Evaluate the effectiveness of sustainability strategies and make recommendations for improvement. Communication/Professional Development Collaborate with marketing and communications teams to develop compelling messaging and materials to support fundraising efforts. Support all 21st century sites implementing ELT and OST grants with the required participation in professional development by developing a cadence of consistent participation in required DESE PD. Develop a system to turnkey the DESE PD for all SL and 21st century directors and coordinators. Participate in required DESE PD for and turnkey the PD for all school level teams and SL on curriculum, grant management and all other requirements. Prepare regular reports for all ELT/OST grants, donors and stakeholders on the utilization of funds and program impact. Develop guidelines and procedures for the effective utilization of ELT/OST grants in support of expanded learning initiatives. Provide training and support to staff members involved in grant management to ensure compliance with donor requirements. Represent the organization at DESE meetings, conferences, and events to promote sustainability initiatives and build partnerships. Collaborate with communications teams to develop materials and content that showcase donor impact and encourage participation. Perform such other tasks and responsibilities as may be assigned by the Chief Family Advancement Officer. QUALIFICATIONS - REQUIRED: Bachelor's Degree in Finance,Education, Business or related field. 3 to 5 Years in education, finance or similar professional leadership setting 3 to 5 years of proven leadership experience in educational program management or similar role. Strong understanding of budgeting, financial management, donor and philanthropic and grant management and compliance. Excellent communication and interpersonal skills. Ability to work collaboratively with diverse stakeholders. Strong organizational and project management skills. Commitment to the organization's mission and values Strong understanding of grant writing, management and implementation and evaluation. Demonstrated success in strategic planning, budget management and program evaluation. Must have a cultural and linguistic growth mindset and the ability to develop strong professional relationships across departments and other constituencies across the city and state. Strong community relationships and ability to develop partnerships across diverse constituencies including community based organizations, grant managers and philanthropic organizations in state and nationally. Ability to think critically, solve problems and adapt to changing educational landscapes as well as the ability to work in a high pressure and fast paced environment Current authorization to work in the United States An understanding of and commitment to gain greater understanding of what is necessary for an urban school system to enjoy continuous improvement in an increasingly complex and competitive environment. QUALIFICATIONS - PREFERRED: Doctorate Level Education 3 to 5 Years in education, finance or similar professional leadership setting 3 to 5 years of proven leadership experience in educational program management or similar role.
