This is a full-time position located in an Augusta office and allows for partial telework with management approval. Non-telework days will be required to be in the Augusta, Maine office.

As a Senior Staff Accountant, you will:

• Provide program accounting, cash management and revenue/expenditure control, and other financial accounting services

• Review and analyze financial data and ensure its accuracy for the processing of cost allocation

• Reconciles complex accounts, formulates corrections, and adjusting entries.

• Develops and recommends system and process changes through evaluation, analysis, and application of accounting theory.

• Consults with agency program managers and internal/external financial staff to identify business needs, compliance issues, and reporting requirements

• Ensures compliance with state/federal fiscal policies or other special requirements regarding Cost Allocation and Budgeting

• Prepares projections for the allocation of costs and budgeting for all DHHS.

• Works independently and supports DHHS teams on reconciliation of all administrative costs and implements accounting procedures for use Service Center wide.

You will contribute to the Department’s mission by helping us ensure state and federal funds are utilized effectively to meet the health and welfare needs of Maine’s citizens. Minimum Qualifications:

  1. 8 years of practical, progressively responsible accounting experience (4 years of which must be at the professional level**), or;

  2. An Associates Degree from an accredited educational institution in Accounting and 5 years of practical, progressively responsible accounting experience (3 years of which must be at the professional level**), or;

  3. A Bachelors Degree from an accredited educational institution in Accounting (or any Bachelors Degree from an accredited educational institution which includes 18 semester hours* of Accounting coursework) and 2 years of professional accounting experience**, or;

  4. A Masters Degree from an accredited educational institution in Business Administration, or;

  5. Certification as a CPA, CIA, or CGFM.

The backgrounds of well-qualified candidates will demonstrate the following competencies:

• Thorough knowledge and experience of complex accounting principles.

• Prior experience and/ or education which demonstrates knowledge of GAAP/ GASB, analyzing accounting data and accounting reconciliations.

• A proven ability to complete accounting transactions and account reconciliations.

  • Accounting coursework must include successful completion of Principles of Accounting I & II, Intermediate Accounting I & II, plus two other accounting-related courses. It is important you submit a copy of your transcript with your application materials.

** Experience must demonstrate comprehension and application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines and must demonstrate the ability to (1) classify and analyze financial data and records for the purpose of business financial planning; (2) design, recommend, and implement modifications of accounting methods, procedures, forms, and records; (3) prepare financial statements and reports such as balance sheets and other operating statements; and (4) analyze accounts and accounting relationships that result in complex accounting entries.

Agency information:

The DHHS Financial Service Center is responsible for program accounting, cash management and revenue/expenditure controls for the Department of Health and Human Services (DHHS). The Service Center provides budgetary and fiscal analysis for many complex areas within DHHS, including TANF (i.e. Temporary Assistance for Needy Families) and MaineCare (Maine’s Medicaid Program). The Service Center works collaboratively with senior leadership at State agencies, providing consultative financial and accounting services. Areas of fiscal expertise include compliance with State and Federal laws and regulations, statewide budgetary policy, budget development and monitoring, application of generally accepted accounting and financial practices, grant management, financial analysis, cash management, accounting and financial processing, and legislative support.
