Job Description

The person they need in this role MUST have experience in the installation, processes, governance and support of OpenText Enterprise Content Management Suite. This is a bundled group of content management software made by Open Text Corporation, whose programs include document management, record management, email management and web content management.

Migration experience with the products currently used by DHS, Hyland’s OnBase systems and Open Text’s Process 360 is a plus.

Under the direction of the IT Data Manager:

•Advises as a subject matter expert in all aspects of company’s ECM/EIM platform

•Provide ECM/EIM strategic roadmap for company including definition of technical standards with respect to ECM/EIM and related services/tools

•Apply and coordinate information lifecycle management of company records from creation, classification, storage, retrieval to disposition

•Analyze stakeholder requirements for content management and prepare recommendations for change and improvement

•Provide support for file management, information requests, and records retrieval services

•Maintain current knowledge of best practices in the content management profession and share expertise of the same

•Assist in the definition of data standards, classification and procedures in support of cross-functional data excellence initiatives

•Perform data quality control and monitor standard practices and procedures for managing physical and electronic records

•Designs, implements, manages, and administers electronic content management systems.

•Develops migration strategies to ensure the integrity of records and related metadata over the required lifetime of the records as information systems are upgraded or replaced

•Devise technical architectures to serve business needs and create implementation plans while communicating with all team members

•Key responsibilities include project management, scope creation and management, requirements gathering, data analysis, design document creation, communication and IT resources for data extracts, interface design, assist with software development and support

•Devise technical architectures to serve business needs and create implementation plans while communicating with all team members

•Provide technical leadership in the design and implementation of ECM/EIM solutions

•Define and execute a ECM/EIM archive / purge strategy

•Provide best practices and methodology regarding ECM/EIM architecture and standards

•Assist in tuning ECM/EIM search relevancy / rankings to ensure that content relevant to the specific user (or user’s role) is returned higher in the search results

•Assist in creation of new team sites or content areas as requested by the business

•Assist in troubleshooting software application issues

•Identify opportunities that can improve efficiency of IT and business processes.

Qualifications

Experience as an ECM/EIM Solutions Analyst/Architect. Required. 5 Years.

Experience architecting the stand up of a new ECM Suite as well as the migration of one (or more) legacy ECM suites to the new ECM suite. Required. 5 Years.

Experience in a content management or document management environment. Required. 5 Years.

Experience with the installation, processes, Governance and support of the OpenText Enterprise Content Management Suite. Required.

Previous OpenText Content Server experience. Required.

Experience with Hyland OnBase and/or OpenText Process 360. Highly desired.

Experience with ECM/EIM capacity planning, sizing, configurations, and integrations. Required. 5 Years.

ECM/EIM programming and workflow experience. Required. 5 Years.

IT experience in a software implementation/development environment with experience with ECM/EIM and related products. Required. 5 Years.

PowerShell experience. Required.

Expertise with HTML 5 / CSS 3 for producing visually appealing ECM/EIM pages. Required. 5 Years.

Experience with Web Services and CSS development. Required. 5 Years.

Experience with software development lifecycle methodologies, including Waterfall and Agile. Desired.
