Come join our team of Health Economics professionals whose mission is to conduct empirical, objective research and applied policy analysis to monitor changes in the health care marketplace; to understand factors influencing health care cost, quality, and access; and to provide technical assistance in the development of state health care policy.

The Pharmaceutical Economics Research Unit within the Health Economics Program at the Minnesota Department of Health (MDH) is seeking a Policy Specialist. This position is responsible for the policy portfolio for the statewide Prescription Drug Price Transparency (RxPT) program (MS 62J.84). This includes assessing the impact of RxPT programs within the state of Minnesota, coordinating legislative activity, serving as the subject matter expert for the RxPT programs and the subject area of prescription drug policy, engaging stakeholders, advising on policy strategic direction, representing the program to external audiences in some circumstances, and providing strategic direction recommendations for the program.

Key responsibilities of the position include, but are not limited to:

  • Act as the key policy coordinator, researcher, analyst and advisor for all state legislative process and federal law and rules related to implementation of prescription drug pricing policies related to RxPT program.

  • Develop the strategic direction and content plan for the legislative report in consultation other RxPT research staff in accordance with priorities set by unit supervisor and other leadership.

  • Serve as the subject matter expert on policy and regulation related to prescription drugs, providing leadership, consultation, coordination, and technical support as a subject matter expert for MDH staff related to prescription drug pricing policy impact and strategic direction.

  • Work with partners in other state agencies, consumer groups, legislators, MDH staff and others to assure RxPT programming is reflective of the current environment and that MDH activities are protective of the public’s health.

  • Actively pursue the goal of health equity through public health work by performing analyses of pending issues related to health equity or health disparities.

Candidates residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota may have the option to telework; however, telework schedules are based on the unit's operational needs and are at supervisory discretion.

Minimum Qualifications

Three (3) years of professional experience in health policy, including at least one of the following:

  • Performing policy research and analysis

  • Drafting legislation or rules

  • Providing formal written or oral policy advice

  • Implementing new policies/laws

  • Assessing the impact of policies/laws

Preferred Qualifications

Knowledge and skills that will be assessed during the interview process:

  • Ability to manage projects and facilitate consensus among a variety of agencies and stakeholder groups.

  • Critical thinking skills sufficient to solve complex problems.

  • Writing experience for a range of audiences in areas such as comprehensive reports, memoranda, rules, statements, and correspondence.

  • Organizational skills to be able to work on a wide range of issues simultaneously and independently.

  • This employment does not require a valid driver’s license, but it does demand occasional travel, which thecandidatewill be responsible for meeting.
