Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 5 SUPERVISORY CONTRACT SPECIALIST (MI 127WG), Position Description Number 02092 and is part of the MI 127 Wing, National Guard. Responsibilities THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION The organizational goals or objectives of this position are: To provide the oversight/direction to Contracting Division necessary to ensure successful market research, acquisition planning, acquisition, contract performance management, and interpretation of contract law in order to establish the best, most efficient contracting strategies in support of the operational contracting vision, mission, goals, and objectives. 1. Provides direction and leadership and coordinate the activities of the Contracting Division. Exercises full responsibility for the quantity and quality of work of the organization. 2. Directs, conducts, attends, and participates in various DoD, Army, National Guard, other agency, and/or industry sponsored trainings, conferences and meetings. Represents installation or National Guard Bureau as senior contracting manager and senior business advisor on all acquisition matters. 3. Serves as the senior advisory to the Wing Commander, commanders, and other key officials (to include Principle Assistant Responsible for Contracting (NGB-ZC-P ARC)), on aspects of contracting. Establishes, develops, and maintains effective working relationships with business and industry representatives, allied organizations such as financial management, staff judge advocate, etc., customer organizations, and counterparts at higher headquarters or other agencies. 4. Ensures contracting actions taken in subordinate branches meet regulatory compliance, customer needs, and are in line with overall mission and goals established for the division. Reviews mission objectives, procedures, and organization design to ensure that division is in best position to meet regulatory, mission, and customer objectives. 5. Exercises supervisory personnel management responsibilities. Assigns work to subordinate branch chiefs and/or individual positions reporting directly so that full complement of acquisition life cycle functions is provided to serviced organizations. SPECIALIZED EXPERIENCE: Months Required: 54 Months DAWIA (Level I - Professional) certified in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I - Professional) Must have one year of specialized experience at the GS-13 level analyzing, developing, and implementing acquisition policy and procedures to include the following: (1) Preparing analyses, alternatives, and recommendations for streamlining initiatives, metrics, point-papers, status reports, and staffing actions, (2) Providing Acquisition advice and internal review of contract strategies, plans, and techniques, (3) Reviewing solicitations and related documents and contracts ensuring compliance with laws, regulations, and directives. Education You must meet the following Education requirement to qualify for this position: Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
