Orlando Utilities Commission Senior Engineer- Communication Systems in Orlando, Florida

We are looking for an experience and technical professional to coordinate fiber capital projects for optical ground wire (OPGW) and al-dielectric self-supporting (ADSS) installations.

In this role, you will be responsible for providing engineering support and design within the communication systems area, implement standards for substation automation, SCADA, fiber, networking, intelligent electronic devices, multiplexers, battery chargers, and various communication equipment.

The ideal candidate will have:

  • Bachelor’s degree in Communications Engineering, Electrical Engineering, Computer Engineering or related engineering degree from an ABET accredited college or university;

  • Minimum of eight (8) years of engineering experience with communications systems;

  • Experienced with planning and coordinating communication projects, including the development and implementation of standards for various communication equipment

  • Skilled in administering and updating all technical drawings and documentation associated with communication infrastructure.

  • Knowledgeable in developing fiber construction estimates and managing requisitions, materials tracking, and invoice approvals for communication projects.

  • Valid Driver’s License;

Salary Range: $104,000.00 - $130,000.00 annually (based on experience)

Job Purpose:

Coordinates fiber capital projects for optical ground wire (OPGW) and al-dielectric self-supporting (ADSS) installations. Provides engineering support and design within the communication systems area; implement standards for substation automation, SCADA, fiber, networking, intelligent electronic devices, multiplexers, battery chargers, and various communication equipment. Develops and implement standards for substation automation. Integrate substation intelligent electronic devices; secure communication equipment. Provides engineering leadership and support to OUC’s Communication Technicians during installations.

Primary Functions:

  • Ensure accomplishment of projects through effective planning, organizing, estimating, scheduling, and monitoring of work activities;

  • Specify and purchase communication materials required for capital projects (Remote Terminal Units, OPGW and ADSS fiber cable and termination equipment, Substation Multiplexer equipment, etc.);

  • Assist Communication Technicians during installations, troubleshooting, modifications, maintenance, and repairs of complex communication systems (microwave, fiber optics, two-way radio, multiplexing, data communications, etc.);

  • Develop and install new methods of communication with substation equipment, utilizing fiber cable instead of copper cable;

  • Develop a Substation Automation System that operates as a backup to the Remote Terminal Units that have been previously installed; document and configure Synchronous Optical Network (SONET) and T-1 traffic tables for OC-3 to OC-48;

  • Manage and administer all fiber cable traffic; provide fiber construction estimates for other parties;

  • Research and analyze new communication technologies for OUC’s division;

  • Update SONET manual and traffic tables, Communication System Standards database and substation drawings;

  • Update Fiber Manager Database;

  • Create requisitions, track materials used in communication projects, and approve invoices associated with communications work;

  • Support fiber optic and microwave communications infrastructure;

  • Collaborate with manager to develop division objectives and operating procedures;

  • Coordinate with neighboring utilities and agencies related on Communication projects;

  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of all, but not limited to, the following:

  • Fiber Manager Database and Fiber Database Spreadsheet;

  • Manufacturer user manuals and test equipment manuals;

  • Substation drawings;

  • NERC Critical Infrastructure Protection (CIP) and Cyber Security Requirements;

  • Telcordia Technology standards;

  • Outside Plant Fiber Installation standards including pole attachments, underground installation, and Optical Ground Wire on transmission structures;

  • Wireless and network configuration, computer domains, and firewalls;

  • Relay protection and communication protocols;

  • Intelligent Electronic Devices (IED’s) (i.e. Cisco switches, terminal servers, Siemens and GE remote terminal units (RTU), etc.);

  • RF communication systems, Motorola radio system.

  • Software Applications (i.e. Substation Automation);

  • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;

  • Calculate loss budget on fiber optics, return loss, and wave division multiplexing;

  • Able to respond to emergencies or cover standby time;

  • Ability to make arithmetic computations using whole numbers, fractions and decimals and compute rates, ratios, and percentages;

  • Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment.

  • Bachelor’s degree in Communications Engineering, Electrical Engineering, Computer Engineering or related engineering degree from an ABET accredited college or university;

  • Minimum of eight (8) years of engineering experience with communications systems;

  • Valid Driver’s License;

Working Conditions:

This position may require response to call-out for emergency repair and cover for standby time. Working conditions of this job involves frequent exposure to hazards where lost-time accidents are definitely possible. This job requires frequent outdoor weather conditions, risk of electric shock, and insects. Occasionally, this job may be subject to wet conditions (non-weather), working near mechanical parts, and working in confined areas. This position rarely may be subject to working in high, precarious places and/ or around fumes or airborne particles.

Physical Requirements:

This job requires constant reading/ detailed inspection, typing, and writing. This job requires very frequent standing, walking, sitting, lifting up to forty (40) lbs. This job may also require occasional lifting over fifty (50) lbs. This job requires frequent bending/stooping and repetitive motions. Occasionally, this job may require pushing/ pulling/digging, reaching over head, kneeling and crawling, and climbing. Additionally, this job requires constant driving of a company vehicle.
