Duties

The Purchasing Agent position is located in the Engineering Services of the William S. Middleton Memorial Veterans Hospital, Madison WI. The Purchasing agent will perform work acquiring supplies and services through small purchase procedures and/or delivery orders.The incumbent has the responsibility for work leading to the purchase of a wide variety of the specialized and non-standard supplies, services, equipment, and systems that support the program and its full range of activities.

Duties:

  • Serves as the primary purchasing agent for the service, reviewing and processing each purchase order request in accordance with applicable federal procurement regulations and directives.

  • Maintains associated records and performs all required certification and reconciliation actions for all purchases.

  • Analyzes purchase order requests for accuracy of data, unit prices, totals, validity, and budget and expenditure limitations certifying fund availability to cover all obligations before preparing the forms and/or processing credit card micro-purchase.

  • Communicates with other services/sections, and engineering shops to resolve questions on purchase order requests and conduct follow-up on delayed orders.

  • Coordinates all purchasing actions with Control Point Maintenance activities identified above, to ensure spending does not exceed established budget levels.

  • Procures non-standard hospital Engineering supplies and services to assure rapid delivery of goods and services in direct support of the Madison VA Hospital.

  • Initiates requisitions, purchase orders, purchase card orders, and delivery orders for items necessary to maintain effective supply support through established contracts.

  • Coordinates with various chiefs of services and/or their representative regarding sources of supply or service and acceptable substitutions.

  • Performs the full range of procurement duties utilizing the Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP) system.

  • Incumbent is a purchase card holder and complies with all the acquisition regulations to include, Federal, VA and local.

  • Acts in the capacity of Contracting Officer Representative (COR) for: service and emergency contracts, for utilities, vehicles and biomedical parts and services.

  • Serves as the primary receptionist for the Facilities Section, answering all incoming calls, dispatching tradesmen to service calls and emergencies, and assisting walk-in customers and contracted vendors.

  • Independently compiles and prepares monthly GSA vehicle lease reports.

  • Assists in administering the daily processing of Facilities Section work orders, including initial receipt of work request, data input, assignment of requests and computer close out upon completion.

  • Accomplishes required contract documentation upon the need for an emergency service or repair.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Must possess one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-06) in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes, but is not limited to: knowledge of purchasing regulations, methods, procedures, and business practices to make purchases to include specialized requirements; analyzing descriptions that have unique aspects and many critical characteristics to identify problem areas in specifications or work statements; knowledge of post award procedures to discuss modifications to purchase orders; experience with being a purchase card holder; utilizing different ordering, reporting procedures, and purchasing methods depending on the type, quantity, dollar value, and urgency of the requirement; knowledge of procurement duties utilizing the Integrated Funds Distribution, Control Point Activity, Accounting and Procurement system (IFCAP); and performs a variety of receptionist, record keeping and miscellaneous duties.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-07 position you must have served 52 weeks at the GS-06 level.
