The Idaho Department of Juvenile Corrections, Headquarters building in beautiful Downtown Boise is seeking a full-time Financial Manager to join our finance team.

This position will strategically plan, organize, direct and provide oversight to budget, accounting internal controls and risk management; and perform related work. This manager will supervise, monitor and evaluate the activities of a major financial operation, requiring the application of accounting principles, auditing theory, and industry best practices; perform supervisory duties.

Responsibilities:

  1. Financial Duties:
  • Develops budget reports, financial statements and analysis for agency decision making.

  • Implements financial processes, procedures and policies as directed by the Division Administrator or Agency Director.

  • Ensures accuracy of all coding including compliance with state and federal regulations and department policies and procedures.

  • Oversee annual operating budgets creation and perform continual analysis and validation of multiple cost center receipts, expenses and projections to management.

  • Identify systems and or processes to account for department special projects.

  • Ensure compliance with statue, administrative rule and statewide financial policy Review and ensure the timely submission of reports and surveys for various interagency activities, statewide financial statement development closing packages, and other required financial reports.

  • Oversee all aspects of numerous budgets, grants and projects, direct budgetary and corrective action activity.

  • Assist/participate in the development of annual budget request for submission to Governor/Legislature.

  • Prepare budget request revisions as necessary.

  • Oversee budget and expenditure report training to administrators to enable them to manage their program resources.

  • Interpret establish procedures that ensure compliance with laws, policies, rules and regulations and financial standards.

  • Oversee drafting of fiscal related policies and operating procedures to maintain overall internal control.

  • Participate in meetings with management, professional staff, councils, committees to become informed with programs to enable formalization of budget and accounting system creation, advisory capability and management.

  • Research and complete requests for comparisons, reconciliations, and various information or direct requests to appropriate subordinate staff for compilation.

  • Oversee grants and project status maintained by assigned staff and provide direction and management information to administrators and subordinates.

  • Ensure grant reporting and closing is accurate and timely.

  1. Staff Supervision:
  • Oversee professional level staff and assigned programs, functions and processes. Includes, but is not limited to, accounts receivable and payable, purchasing card administration and activity; travel express administration and activity; payment allocations, federal and state grant accounting, cash management, payroll submission, payroll I-Time maintenance, revenue receipting, corrective actions, juvenile trust management.

  • Leads all hiring activities including evaluating, interviewing and selecting fiscal staff.

  • Strategically organize and establish work priorities and make assignments.

  • Oversee the administration of security access requests.

  • Manage staff performance, monitor and manage leave requests, overtime requests and time reports.

  • Oversee and/or guide key financial staff in managing budgets, expenses and required reporting for various programs.

  • Ensure creation and maintenance of knowledge transfer documentation and information. Includes overseeing the creation of desk level procedures instructions and manuals. •Implement and enforce department policies and operating procedures.

  • Assess training needs and develop performance plans, goals and standards, conduct staff training as needed.

  • Support Provide new employee orientation as required. •Conduct staff team meetings to discuss financial operations, risks and requirements and escalates critical issues to leadership for decision making and strategic alignment

  • Complete all performance appraisals for assigned staff annually, per Idaho Code.

  • Promote and model safe work practices within IDJC and ensure that safety measures are in place and followed.

  • Ensure all accidents, injuries, illness or occupational exposures are reported immediately as set forth by policy.

  1. Other duties as assigned:
  • Attend meetings on behalf of Division Administrator of Administrative Services.

  • Serve as a resource to other employees and agencies regarding fiscal matters.

  • Special projects assigned by Division Administrator/Chief Financial Officer.

    Minimum Qualifications:

Good knowledge of:

  • Accounting principles and practices

  • Supervisory practices

Experience:

  • Analyzing financial and auditing data

  • Auditing or designing financial systems

  • Establishing internal financial or auditing controls

  • Preparing and making oral presentations

MQ Specialties:

Experience:

  • General ledger accounting system and preparing monthly financial statements

  • Budget development and budgetary control

  • Forecasting and cash management in an enterprise accounting environment

  • Using Microsoft Excel or equivalent spreadsheet software to perform complex financial functions

  • Recommending and implementing process changes to gain efficiency
