Job/Position DescriptionManager III: Performs complex (journey-level) managerial work administering the daily operations and activities of MandC data systems (including computer aided facility management (CAFM) software, project mates, computer aided design and design (CADD) software, and other IT support systems). Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating the functional use of the support systems. Works closely with the users at the Health and Specialty Care System Facilities, Facility Management and Leasing, Regional Accounting Services, Maintenance and Construction Project Management, and HHS leadership to manage effective and efficient business processes that ensure valid data gathering and reporting. Ensures effective user training of the systems, customer support of the users, and the development and implementation of procedures and operational guidelines. performs highly complex advanced computer systems design and analysis work. Serves as liaison with HHSC Information Technology. Reports to the MandC Director of Operations. Supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.Manages day-to-day activities of staff within MandC Data System department. Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities. (20%)Develops and implements quality assurance procedures and activity reports to provide users and management the necessary information to make informed decisions. Performs quality control checks of CAFM data, analyze the cause, and take necessary action to correct the data. (20%)Prepares management and productivity reports on the progress of maintenance projects, the relevant data (costs and hours) on both corrective maintenance and preventative maintenance activities. Develops and distributes technical reports for management and facility users on conditions and operations of facility infrastructure. (15%)Plans, develops, implements, and evaluates policies and procedures and ensures effective and complete training to systemsand#146; users. (15%)Identifies areas of needed change and makes recommendations to improve operations. Provides technical expertise and guidance regarding questions related to the business function, division, or department. (10%)Produces reports, graphs, support materials, and presentations from the collection, and analysis the support systemand#146;s information. (10%)Administer or support the administration of vendor software contracts. (5%)Supervises the MandC Data Systems staff. (5%)Registrations, Licensure Requirements or CertificationsKnowledge Skills AbilitiesKnowledge of local, state, and federal laws and regulations relevant to a Information Technology systems; and the principles and practices of public administration and management.
